Buyer Civil and Structural

About the Role

CCL Global is seeking a Buyer Civil and Structural to join their team in Al Madinah, Saudi Arabia. This full-time position requires a candidate with transferable Iqama and is based on-site north of Medina. The role focuses on the procurement of civil, structural, architectural, and building material packages for project execution.

Key Responsibilities

• Review approved material requisitions.
• Prepare Requests for Quotation (RFQs) and obtain quotations.
• Perform commercial evaluations and prepare bid summaries.
• Support negotiations and prepare purchase orders.
• Manage amendments and update procurement registers.
• Maintain correspondence related to procurement activities.
• Identify procurement risks and support reporting.
• Liaise with contractors and ensure compliance with procurement governance standards, segregation of duties, approvals, and audit requirements.
• Ensure procurement actions comply with approved authority limits and approval requirements.
• Identify, monitor, and report procurement risks and mitigation actions.

Aims and Objectives

The primary objective of this role is to procure assigned packages according to schedule and budget, while maintaining competitive procurement practices and complete records. The Buyer will also be responsible for procurement cycle times, reporting compliance, delivery performance, and procurement quality measures.

Required Qualifications and Experience

• 5-10 years of experience in procurement, specifically with Civils/Structural or MEI buyer experience.
• Demonstrated experience in construction materials procurement.
• Strong commercial analysis skills.
• Experience in supplier management.
• Experience with EPC (Engineering, Procurement, and Construction) projects.

Internal and External Interfaces

The Buyer will regularly interact with various internal and external stakeholders. Key internal interfaces include the General Manager, Project Manager, Commercial, Finance, Engineering, and Construction Contractor teams. External interactions will involve suppliers, manufacturers, logistics providers, and client representatives.
