About JASARA PMC

JASARA PMC is a joint venture between the Public Investment Fund (PIF), Jacobs, and Saudi Aramco. The company provides program management services across the Kingdom of Saudi Arabia, supporting the delivery of giga-projects and large-scale infrastructure developments aligned with Saudi Vision 2030.

Role Overview

JASARA PMC is seeking a Director for Contracts and Commercial - DCP & Gas Farms (Q-CO). This full-time role involves leading commercial, contractual, procurement, and financial oversight for District Cooling Plants (DCP) and Gas Farm assets and services. The Director will ensure commercial optimization, contract governance, lifecycle value realization, and risk management across all phases of critical utility infrastructure, from planning and development to operation and maintenance. The position requires over 10 years of experience and serves as a commercial Subject Matter Expert (SME), providing strategic guidance to support reliable and cost-effective utility operations.

Key Responsibilities

  • Develop and implement commercial and contracting strategies for DCP and Gas Farm infrastructure and services.
  • Provide commercial leadership for major utility projects, operational contracts, and strategic partnerships.
  • Advise executive management on commercial risks, opportunities, and market trends, ensuring alignment with organizational objectives.
  • Lead the development, negotiation, award, administration, and close-out of contracts, establishing governance frameworks and ensuring compliance.
  • Manage contract variations, claims, disputes, and settlement negotiations, overseeing contractor performance and contractual compliance.
  • Lead commercial evaluation of projects, services, and operational contracts, developing commercial models and business cases.
  • Monitor contract costs, commercial performance, and value realization, ensuring effective cost control and identifying optimization opportunities.
  • Direct procurement strategies for utility-related projects and services, overseeing tendering, bid evaluation, and supplier selection.
  • Identify commercial, contractual, financial, and supply chain risks, developing mitigation plans and leading risk assessments.
  • Support commercial activities throughout the asset lifecycle, from planning and design to operations and asset renewal.
  • Develop commercial KPIs and performance monitoring frameworks, supporting budgeting, forecasting, and financial planning.
  • Build and maintain relationships with internal and external stakeholders, representing the organization in commercial negotiations.

Qualifications and Experience

  • A minimum of 10 years of experience in contracts and commercial management.
  • Demonstrated expertise in commercial, contractual, procurement, and financial oversight functions.
  • Experience with District Cooling Plants (DCP) and Gas Farm assets and services is required.
  • Strong understanding of contract governance, risk management, and value realization in utility infrastructure.
  • Proven ability to lead commercial negotiations and manage complex contracts.
