QHSE Officer

About the Role

El Seif Operation and Maintenance is seeking a QHSE Officer to join their team in Al Madinah, Saudi Arabia. This full-time role involves supporting the implementation, monitoring, and continuous improvement of Quality, Health, Safety, and Environment standards within Facilities Management (FM) operations. The successful candidate will ensure high safety, quality, and compliance across active project environments.

Key Responsibilities

• Conduct regular QHSE inspections, site walks, audits, and compliance assessments across FM project sites.
• Monitor and verify the implementation of HSE policies, procedures, permits, risk assessments, and method statements.
• Identify unsafe acts, unsafe conditions, quality deficiencies, and non-compliance issues, and follow up on corrective and preventive actions until closure.
• Support investigations of incidents, accidents, near misses, and non-conformities, and prepare clear and accurate reports.
• Maintain QHSE documentation, inspection records, audit reports, training records, and compliance tracking systems.
• Facilitate toolbox talks, safety briefings, awareness campaigns, and site-level QHSE training sessions.
• Coordinate with operations teams, maintenance personnel, supervisors, subcontractors, and client representatives on all QHSE-related matters.
• Ensure compliance with applicable Saudi regulations, company standards, client requirements, and project-specific QHSE procedures.
• Monitor PPE compliance, work-at-height activities, electrical safety practices, housekeeping standards, waste management processes, emergency preparedness, and permit-to-work controls.
• Support internal and external audits and assist in closing audit findings within agreed timelines.
• Promote a proactive safety culture and maintain high standards of QHSE discipline across all site teams.
• Provide regular QHSE performance updates and recommendations to management to support continuous improvement initiatives.

Qualifications and Requirements

Candidates should possess 2-5 years of relevant experience and demonstrate good knowledge in the following areas:

• Site safety practices
• Risk assessments
• Incident and accident reporting
• Audits and inspections
• Corrective and preventive action follow-up

Required Skills

• Strong communication and interpersonal skills, enabling effective collaboration with project teams, supervisors, technicians, subcontractors, and client representatives.
• Proficiency in Microsoft Office applications and report preparation.
• Willingness and ability to work on-site and travel or relocate to project locations across Saudi Arabia as required.

Work Environment

This is a full-time position based in Al Madinah, Saudi Arabia, requiring on-site presence and potential travel to various project locations within the Kingdom.
