About the Role

Mitsubishi Power Saudi Arabia is seeking a HSE Officer to join its QHSE team in Dammam. This full-time role focuses on supporting the implementation and continuous improvement of health, safety, and environmental practices across company operations and worksites. The HSE Officer will contribute to maintaining a safe working environment through effective safety inspections, risk assessments, environmental impact management, incident reporting, HSE training, and continuous safety awareness initiatives.

Key Responsibilities

  • Implement and monitor company Quality, Health, Safety, and Environmental policies and procedures across company premises and applicable customer or service provider sites.
  • Support compliance with legal, regulatory, customer, and other applicable HSE requirements.
  • Conduct general risk assessments, compliance reviews, and safety inspections.
  • Deliver safety inductions for employees, subcontractors, and visitors, and maintain relevant records.
  • Review the HSE Management System and recommend improvements when required.
  • Develop, implement, and maintain HSE programs, policies, procedures, and project HSE Management Systems.
  • Develop and implement safety initiatives to continuously improve safety performance and objectives.
  • Monitor the availability and proper use of safety apparel and equipment.
  • Conduct toolbox talks and on-the-job safety training, and maintain appropriate records.
  • Coordinate external HSE training to support required employee competencies and emergency response capabilities.
  • Communicate workplace hazards to employees and promote safe working practices.
  • Coordinate with relevant departments to develop and maintain risk assessments for major activities and recommend preventive actions.
  • Develop and maintain Environmental Aspects & Impact registers and recommend actions to minimize environmental impact.
  • Prepare weekly and monthly HSE reports, including accident and safety statistics, for the QHSE Manager.
  • Conduct emergency evacuation and spill-control drills to evaluate emergency preparedness.
  • Investigate accidents and near-miss incidents, coordinate with line management, and prepare written investigation reports.
  • Organize safety meetings, discuss safety matters with line management, and prepare and circulate meeting minutes.
  • Conduct inspections of scaffolds, fire appliances, ladders, power and hand tools, and verify applicable third-party certifications and competency records.
  • Ensure appropriate emergency, caution, and assembly-point signage is maintained.
  • Maintain relevant HSE logs, records, and documentation.
  • Promote incident prevention and HSE awareness among employees and visitors.

Required Qualifications and Experience

Candidates should possess 0-1 years of experience in a relevant field.

  • Knowledge of environmental aspects and impact assessment.

  • Strong communication and safety-awareness skills.
  • Ability to maintain accurate HSE records and follow-up actions.

Work Environment

This is a full-time position based in Dammam, Saudi Arabia, within the QHSE team at Mitsubishi Power Saudi Arabia.
