About the Role

SNC-Lavalin Fayez Engineering is seeking a highly experienced Resident Engineer to lead and manage all site supervision activities for a large-scale development program in Riyadh, Saudi Arabia. This full-time role involves serving as the Consultant’s senior on-site representative, ensuring construction works comply with approved designs, contract requirements, quality standards, project schedules, and health, safety, and environmental regulations. The Resident Engineer will oversee multidisciplinary supervision teams and manage contractor performance throughout construction, testing, commissioning, and project handover phases.

Key Responsibilities

  • Act as the Consultant's primary site representative and lead all project site supervision activities.
  • Manage and supervise multidisciplinary engineering and inspection teams covering civil, structural, architectural, MEP, infrastructure, and specialist systems.
  • Ensure construction works are executed in accordance with approved drawings, specifications, contract requirements, and applicable codes and standards.
  • Monitor contractor performance, progress, productivity, and compliance with contractual obligations.
  • Review and recommend approval of contractor submissions including shop drawings, method statements, material submittals, construction programs, and technical proposals.
  • Monitor project schedules and ensure achievement of key project milestones and deliverables.
  • Lead regular progress meetings, technical coordination meetings, and stakeholder workshops.
  • Provide guidance and resolution for site-related technical challenges, design issues, and construction constraints.
  • Review and respond to Requests for Information (RFIs), technical queries, and field modifications.
  • Ensure implementation of approved Quality Assurance and Quality Control procedures across all project activities.
  • Monitor compliance with Health, Safety, Security, and Environmental (HSSE) requirements and promote a strong safety culture.
  • Coordinate with local authorities, utility providers, operators, and other stakeholders to facilitate project execution.
  • Review and certify contractor progress reports, payment applications, and completed works.
  • Support commercial and contracts teams in evaluating variations, claims, and Extension of Time (EOT) requests.
  • Monitor risk management activities and ensure timely mitigation of project risks.
  • Ensure compliance with Saudi Arabian regulations, authority approvals, and statutory requirements.
  • Oversee testing, commissioning, integrated system testing, and operational readiness activities.
  • Manage snagging, de-snagging, and handover processes to ensure successful project completion.
  • Prepare and submit monthly project reports highlighting progress, quality, safety, commercial matters, and key project risks.
  • Mentor and develop supervision staff while maintaining high standards of professional performance and technical excellence.

Qualifications and Experience

  • Bachelor's Degree in Civil Engineering, Construction Engineering, or a related engineering discipline.
  • Master's Degree in Engineering, Construction Management, or Project Management is preferred.
  • Professional Engineer (PE), Chartered Engineer, PMP, or equivalent professional certification is highly desirable.
  • Minimum 20+ years of overall professional experience in construction and engineering projects.
  • Minimum 10 years of experience as a Resident Engineer on major building developments.
  • Proven experience on large-scale buildings, convention centers, hospitality developments, luxury hotels, resorts, mixed-use developments, and commercial complexes.
  • Extensive experience within Site Supervision Consultancy, PMC, or Engineering Consultancy environments.
  • Strong knowledge of international building codes, construction standards, and engineering best practices.
  • Demonstrated experience in FIDIC contract administration and construction management.
  • Proven track record managing multidisciplinary project teams and complex stakeholder environments.
  • Strong understanding of quality management systems, construction methodologies, testing, commissioning, and project handover requirements.
  • Experience reviewing contractor claims, variations, schedule recovery plans, and commercial matters.
  • Thorough understanding of project controls, construction sequencing, and risk management processes.
  • Previous experience in Saudi Arabia or the GCC region is highly preferred.

Required Skills

  • Excellent leadership, communication, negotiation, and stakeholder management skills.
  • Ability to effectively manage multiple contractors and interfaces on complex construction projects.
  • Proficiency in project management and reporting software applications.
  • Fluency in English is required; Arabic language skills are advantageous.
