Role Overview: Wet and Dry Utilities Engineer

ENGIE SOLUTIONS MIDDLE EAST is seeking a Wet and Dry Utilities Engineer for a full-time position in Al Ula, Al Madinah, Saudi Arabia. This role is responsible for the operational oversight, coordination, and performance management of all utility services across AlUla, encompassing wet utilities, dry utilities, and public infrastructure interfaces. The Engineer ensures that all utility networks are operated, maintained, and enhanced in accordance with RCU standards, regulatory requirements, and approved master plans, driving service reliability, resilience, and continuous improvement through effective stakeholder coordination, KPI monitoring, and infrastructure governance.

Key Responsibilities: Wet Utilities Management

  • Manage the operations of wet utility systems and networks in AlUla County, including Potable Water, Fire Water, Wastewater, Recycled Water, Irrigation, Storm Water, and Chilled Water, ensuring uninterrupted supply of essential services.
  • Liaise with internal stakeholders, external parties, and service providers to optimize wet utility operations and maintenance, maximizing service efficiency, reliability, and sustainability while ensuring compliance with RCU service level requirements.
  • Review and provide inputs and recommendations for master plans, strategies, and operating models related to wet utility management within AlUla County.
  • Develop and implement maintenance programs and service level agreements to ensure a resilient supply of utility services across the County.
  • Work to accelerate and operationalize utility networks in coordination with key stakeholders.
  • Implement policies and regulations related to utilities through cross-cutting themes of resilience, green infrastructure, the circular economy, and advanced technology.
  • Operationalize plans and objectives for the delivery and management of wet utilities to the highest standards.
  • Identify opportunities to participate in initiatives, programs, and projects that reflect international best practices and industry advancements.
  • Recommend budget improvements and direct the implementation of utility operational projects to ensure efficiency, compliance, and service quality.
  • Monitor utilities KPIs and prepare timely and accurate reports to support decision-making processes.

Key Responsibilities: Dry Utilities and Infrastructure Governance

  • Oversee and monitor the performance of the electrical utility service provider across AlUla County, ensuring consistent delivery, service continuity, and adherence to quality standards.
  • Coordinate with internal stakeholders, external agencies, and utility service providers to enhance service efficiency, reliability, and sustainability, ensuring alignment with RCU’s service level agreements and regulatory standards.
  • Review, assess, and approve dry utility components of master plan infrastructure projects, providing expert input and recommendations on utility designs, calculations, and technical specifications.
  • Review and approve new dry utility implementations and service routes, ensuring alignment with the approved master plan and overall infrastructure development strategy.
  • Lead the development and execution of AlUla’s overhead line grounding initiatives to ensure a resilient and sustainable utility network, enhance service efficiency, and improve aesthetics.
  • Serve as the primary liaison between RCU stakeholders and power utility providers, facilitating timely response and resolution of all electricity-related service requests.
  • Drive improvements in last-mile power meter connections to ensure efficient, resilient power distribution and eliminate visual distortions.
  • Lead the coordination, development, and approval of the Responsibility Assignment Matrix (RACI) between RCU and utility service providers, clearly defining roles and operational boundaries for network maintenance and operations.
  • Manage and prioritize the grounding of overhead power lines based on site urgency, infrastructure criticality, and event activation schedules, aligning with AlUla’s urban development and aesthetic enhancement goals.
  • Recommend budget enhancements and oversee the planning and execution of utility operations projects, ensuring compliance with regulatory standards, operational efficiency, and delivery of high-quality services.
  • Monitor and analyze key performance indicators (KPIs) related to utility services, preparing accurate and timely reports to inform leadership decisions and support continuous improvement initiatives.
  • Develop and implement risk mitigation strategies and business continuity plans for utility services to ensure resilience, minimize service disruptions, and maintain operational readiness.
  • Develop and implement operational strategies and frameworks for city infrastructure works, and establish, manage, and maintain operational standards within public infrastructure works.

Required Qualifications and Experience

  • Bachelor’s degree in an engineering discipline, such as Mechanical Engineering or Electrical Engineering.
  • Between 5 to 10 years of substantial experience in the operational oversight and maintenance of wet and dry utility systems.
  • Proven experience in managing service providers and ensuring compliance with operational standards and regulatory requirements.
  • Strong understanding of relevant regulatory frameworks, environmental regulations, codes, and industry standards.
  • Proficiency in standard office applications.

This full-time position is based in Al Ula, Al Madinah, Saudi Arabia, contributing to the development and maintenance of critical utility infrastructure in the region.
