About the Role

TIBAH Airports (Madinah) is seeking an SMS Manager to lead, govern, and continuously improve the Safety Management System in Medina, Al Madinah Province. This full-time role is critical for ensuring compliance with GACA regulations, ICAO requirements, and company policies, while upholding recognized aviation safety practices. The SMS Manager will oversee the implementation of the four SMS pillars and manage the SMS team.

Key Responsibilities

  • Lead the development, implementation, maintenance, and continuous improvement of the organization's Safety Management System.
  • Establish and maintain SMS policies, procedures, manuals, standards, and governance frameworks in alignment with GACA regulations, ICAO requirements, and company policies.
  • Translate organizational safety objectives into departmental plans, priorities, initiatives, and measurable performance targets.
  • Ensure effective implementation and integration of the four SMS pillars: Safety Policy & Objectives, Safety Risk Management, Safety Assurance, and Safety Promotion.
  • Periodically review the effectiveness and maturity of the SMS and recommend improvements to senior management.
  • Lead the organization's hazard identification and safety risk management processes.
  • Oversee the organizational safety risk register and ensure identified risks, mitigations, responsible parties, and target dates are appropriately maintained.
  • Govern the organization's safety reporting and occurrence reporting processes, ensuring significant incidents are investigated and documented.
  • Act as a key organizational focal point for SMS-related regulatory and oversight matters, coordinating with GACA and other external bodies.
  • Work closely with Operations, Facility Management, Security, ARFF, Commercial, and other relevant departments to integrate safety requirements.
  • Lead, supervise, coach, and develop employees within the SMS function, setting objectives and monitoring performance.
  • Prepare and present periodic SMS reports, dashboards, risk profiles, trends, and recommendations to senior leadership.
  • Maintain accurate and auditable records of SMS activities, decisions, risk assessments, investigations, and management reviews.

Qualifications and Experience

  • A minimum of 8 years of relevant experience in Safety Management Systems, preferably within the aviation industry.
  • Demonstrated knowledge of GACA regulations, ICAO requirements, and recognized aviation safety practices.
  • Proven ability to lead and manage teams, fostering a culture of safety and continuous improvement.
  • Strong analytical skills for hazard identification, risk assessment, and root-cause analysis.
  • Excellent communication and interpersonal skills to coordinate with various internal and external stakeholders.

Reporting and Communication

The SMS Manager will be responsible for preparing and presenting comprehensive SMS reports, dashboards, and risk profiles to senior leadership. This includes ensuring that significant safety risks and compliance concerns are communicated and escalated in a timely manner, providing management with appropriate analysis and recommendations for safety-related decisions.

Regulatory Compliance and Coordination

This role involves maintaining awareness of applicable GACA regulations and ICAO Standards and Recommended Practices. The SMS Manager will coordinate and support GACA, regulatory, certification, and external SMS audits and inspections, ensuring all findings, observations, and corrective action plans are appropriately managed and closed. Assessing regulatory changes and updating SMS policies and procedures accordingly is also a key aspect of this position.
