About the Role

مستشفى رقمات التخصصي is seeking a Human Resources Director to lead its Human Resources department in Najran. This full-time position requires a strategic leader with extensive experience in human resources management within the healthcare sector.

Role Objective

The primary objective of this role is to oversee the hospital's human resources functions, developing and implementing policies and procedures. The focus will be on ensuring the commitment and development of the Saudi workforce, maintaining full compliance with the Saudi labor system, and aligning HR strategies with the organization's goals. The role fosters a balanced environment that encourages professional growth while adhering to regulatory requirements.

Key Responsibilities

  • Develop and implement strategic human resources plans for the healthcare sector, focusing on high development environments.
  • Manage organizational change initiatives and align HR policies with the hospital's transformation objectives.
  • Negotiate and manage operational disputes with relevant ministries and government entities.
  • Build partnerships with government and educational institutions to ensure employment sustainability.
  • Analyze human resources data (HR Analytics) and translate findings into actionable recommendations for senior management.
  • Oversee payroll and benefits management for both local and expatriate employees, including contract management.
  • Manage workforce development, including service provision and compensation for all employees.
  • Ensure compliance with CBAHI requirements for human resources in healthcare providers.
  • Design and implement performance management systems, including appraisal and review cycles.

Qualifications and Experience

  • Bachelor's degree in Human Resources Management, Business Administration, Management and Human Resources, or Company Administration is mandatory.
  • Master's degree in Human Resources Management or an MBA with a specialization in Human Resources is mandatory.
  • A Doctorate in Administration, Organizational Development, or Strategic Human Resources Planning is preferred.
  • A minimum of 10 years of experience in the field of human resources.
  • At least 5 consecutive years in a Human Resources Director position specifically within the health sector.
  • Demonstrated experience managing human resources for a healthcare organization with a minimum of 300 employees.
  • Practical experience in dealing with human resources, institutional development, and relevant government entities.

Essential Requirements and Skills

  • In-depth understanding of the Saudi labor system, labor law, and employment contracts.
  • Full mastery of the "Nitaqat" system and methods for increasing employment rates within the health sector.
  • Proficiency in Saudi labor system platforms including Musanad, Musaned, Qawwy, and Absher for employment.
  • Expertise in designing organizational structures, job descriptions, and strategic human resources planning.
  • Expertise in managing workforce development, including service provision and compensation for local and expatriate employees.
  • Mastery of Saudi labor system requirements for the workforce and accreditation standards.
  • Proficiency in both Arabic and English languages, written and spoken, at a professional level.
  • Professional certifications such as SHRM-SCP, CIPD Level 7, or PHRi are preferred.

This is a full-time position based in Najran. The role operates within a dynamic hospital environment that requires strategic leadership and adherence to regulatory frameworks.
