About the Role

Bahri (البحري), a global leader in maritime logistics, is seeking an experienced Offshore Operations Manager to join its team in Ras Tannurah (راس تنورة), Eastern Region. This full-time role is critical for overseeing and managing offshore vessel and marine operations, ensuring safe execution, regulatory compliance, and effective delivery of Saudi Aramco offshore marine activities.

Role Purpose and Strategic Impact

The Offshore Operations Manager is responsible for cascading the functional strategy into departmental business plans, ensuring vertical alignment and horizontal integration with interfacing departments. This role involves identifying opportunities for continuous improvement in systems, processes, and practices, considering leading standards, productivity enhancement, and cost reduction. The manager will also ensure timely and accurate departmental reporting, adhering to Bahri’s requirements, policies, and quality standards.

Key Responsibilities

  • Supervise daily Offshore Support Vessels operations, including port clearance, crew changes, and offshore logistics.
  • Coordinate mobilization and demobilization of EPC vessels, rigs, and barges with relevant stakeholders.
  • Ensure compliance with Aramco HSE standards, marine guidelines, Permit-to-Work (PTW) systems, and applicable regulations.
  • Monitor vessel readiness, crew competence, and manpower deployment to ensure operational continuity.
  • Review operational reports, logs, incident reports, and compliance documentation.
  • Identify and escalate operational risks, delays, and non-conformities as required.
  • Support project planning through marine resource allocation and contingency planning.
  • Conduct toolbox talks, safety briefings, and coordination meetings.
  • Act as the primary escalation point for offshore operational issues and emergencies.
  • Participate in audits, inspections, and client reviews to maintain compliance and operational excellence.
  • Evaluate supplier and service-provider performance and recommend improvements.
  • Resolve operational issues with vessels, cargo, and authorities efficiently.
  • Ensure accurate invoicing and compliance with contractual Key Performance Indicators (KPIs).
  • Handle client complaints and implement corrective actions, ensuring investigation for root-cause analysis.
  • Optimize costs through effective vendor and resource management.
  • Develop and supervise offshore operations personnel, setting individual objectives and managing performance.
  • Measure customer satisfaction through direct client feedback and surveys.
  • Maintain strong relationships with clients, service providers, port authorities, and regulatory bodies.
  • Serve as the first point of contact for matters within the area of responsibility and report service performance, issues, and recommended solutions to management.
  • Develop and recommend the department budget, monitoring financial performance versus the budget while ensuring activities align with approved guidelines.
  • Manage and ensure effective implementation of departmental policies, procedures, and controls to fulfill relevant procedural and legislative requirements.

Qualifications and Experience

  • Bachelor’s degree in Marine, Nautical Science, or an Offshore Operations qualification.
  • A minimum of 8 years of offshore operations experience.
  • At least 2 years of experience in a supervisory, managerial, or acting supervisory/managerial role.
  • Proven experience working on Saudi Aramco offshore projects or equivalent major oil & gas operations.

Work Environment

This is a full-time position based in Ras Tannurah, Eastern Region, contributing to Bahri's critical offshore operations.
