Role Overview

The Public Sector IT Proposal Manager will be responsible for managing the proposal response process for IT and Cybersecurity solicitations from the Ministry of Investment of Saudi Arabia (MISA). This role involves confirming solicitation requirements, coordinating response efforts, and ensuring the timely and accurate submission of proposals.

Key Responsibilities

• Confirm active solicitations from Saudi MISA IT and Cybersecurity requiring a response.
• Develop a response calendar based on verified Saudi MISA IT and Cybersecurity notice dates and amendment instructions.
• Map Saudi MISA IT and Cybersecurity response questions to proposed technical and commercial contributors.
• Identify mandatory forms, eligibility statements, and submission steps within source documents.
• Collect relevant past performance and personnel evidence for the stated Saudi MISA IT and Cybersecurity scope.
• Request clarification when Saudi MISA IT and Cybersecurity requirements or response instructions are incomplete.
• Review proposed solution language against the buyer's actual Saudi MISA IT and Cybersecurity questions.
• Track assumptions and exclusions where source documents do not yet define delivery requirements.
• Check response files for consistency, signatures, and required attachments.
• Prepare a submission readiness record detailing confirmed requirements and unresolved gates.

Candidate Requirements

• A current resume or professional profile demonstrating direct experience as a Public Sector IT Proposal Manager, specifically with the Ministry of Investment of Saudi Arabia (MISA).
• Examples of comparable work, outcomes, deliverables, and the tools or methods personally utilized.
• Verifiable details or copies of any license, certification, education, clearance, or training expressly required by the role or solicitation.
• Disclosure of availability, preferred work location, travel or onsite capacity, rate expectations, and any schedule constraints prior to the submission deadline.
