Head of HR

About the Role

moomoo is seeking a Head of HR to join its new office in Riyadh, Riyadh Province, Saudi Arabia. This full-time role is integral to establishing HR practices for the new entity and supporting the development of the organizational culture. The position requires 8-12 years of experience and a strong understanding of HR best practices and Saudi employment laws.

Key Responsibilities

• Manage end-to-end recruitment processes, including sourcing, interviewing, and onboarding candidates.
• Develop and implement HR policies and procedures in compliance with Saudi labor laws.
• Act as the main point of contact for employee relations, providing guidance and support for workplace matters.
• Work closely with HQ HRBP and leadership to establish company SOPs and workforce planning for the new office.
• Support local leadership on talent mapping and company expansion initiatives.
• Collaborate with the HQ HR team to align HR practices with global company policies and strategic direction.
• Liaise with relevant Saudi government authorities and ensure timely compliance with statutory requirements, including MHRSD, GOSI, Ministry of Interior (via Absher & Muqeem), Qiwa Platform, and Mudad Platform.
• Partner with leadership to identify and implement talent management and development strategies.
• Maintain and manage employee records, ensuring data accuracy, confidentiality, and compliance.

Qualifications and Experience

• 8-12 years of experience in Human Resources.
• Demonstrated experience in setting up HR practices for a new entity (0→1 experience).
• Strong understanding of HR best practices, employment laws, and regulations in Saudi Arabia.
• Experience working with regional or overseas headquarters is a plus.
