About the Opportunity
WSP in the Middle East is seeking a highly experienced Health and Safety Engineer to join its Construction Supervision team. This full-time position is based in Riyadh, Saudi Arabia, and focuses on a major Roads & Highways project. The role requires 5-10 years of relevant experience.
Role Overview
The Health and Safety Engineer will be an integral part of the Engineer's site supervision team. The primary objective of this role is to ensure the highest standards of health, safety, and environmental compliance are maintained throughout project execution. This involves monitoring construction activities, ensuring contractor adherence to project HSE requirements, and supporting the delivery of a safe working environment in accordance with Saudi Arabian regulations, client specifications, and international best practices.
Key Responsibilities
- Monitor and enforce compliance with project-specific HSE plans, procedures, and standards.
- Conduct regular site inspections, audits, and safety assessments across active construction areas.
- Review and monitor contractor HSE documentation, including risk assessments, method statements, lifting plans, traffic management plans, and emergency response plans.
- Ensure compliance with Saudi Arabian health, safety, and environmental regulations, as well as client and project requirements.
- Identify unsafe acts, unsafe conditions, and environmental risks, ensuring prompt corrective actions are implemented.
- Participate in incident investigations, root cause analysis, and the development of corrective and preventive measures.
- Monitor contractor performance against Key Performance Indicators (KPIs) and project HSE objectives.
- Attend progress, coordination, toolbox, and safety meetings with contractors, stakeholders, and client representatives.
- Verify that all personnel are appropriately trained, inducted, and competent for their assigned roles.
- Monitor work activities involving excavation, heavy plant operations, lifting activities, temporary traffic management, confined spaces, and other high-risk construction activities.
- Prepare HSE inspection reports, observation reports, non-conformance reports, and monthly performance summaries.
- Promote a positive safety culture across the project and support behavioural safety initiatives.
- Monitor environmental compliance relating to waste management, dust control, noise management, pollution prevention, and sustainability requirements.
- Liaise with client representatives, regulatory authorities, contractors, and project stakeholders on all HSE-related matters.
- Assist the Resident Engineer and Construction Manager in achieving project safety objectives and maintaining a zero-harm culture.
Qualifications and Experience
- 5-10 years of proven experience on major Roads & Highways construction projects.
- Professional HSE certifications such as NEBOSH International General Certificate, NEBOSH Diploma, IOSH, or equivalent.
- Additional certifications in incident investigation, risk assessment, or auditing are advantageous.
- Demonstrated experience working on projects within Saudi Arabia (KSA).
- Strong knowledge of Saudi regulations, infrastructure project requirements, and international HSE standards.
- Experience managing contractor HSE performance on large-scale infrastructure projects.
- Familiarity with projects involving road construction, interchanges, bridges, utility diversions, traffic management, and associated infrastructure works.
- Previous experience working for an engineering consultancy or site supervision consultant is highly desirable.
Project and Team Environment
This role is integral to the Construction Supervision team for a significant Roads & Highways project in Riyadh. The successful candidate will collaborate closely with the Engineer's site supervision team, contractors, client representatives, and regulatory authorities to uphold safety and environmental standards throughout the project lifecycle.
