Job Description

About the Role

Team Saudi is seeking a Senior Manager Bidding Committee Affairs to join their team in Riyadh, Saudi Arabia. This full-time role involves managing and coordinating the administrative and governance activities of the Bidding Committee, ensuring efficient operations and compliance with established policies and procedures. The position requires 5-10 years of relevant experience.

Key Responsibilities

  • Oversee and schedule Bidding Committee meetings in consultation with the Committee Chair and members.
  • Direct the preparation and circulation of meeting agendas, submissions, and supporting documents within required timelines.
  • Lead administrative and completeness reviews of submissions to confirm all necessary documents, approvals, and information are available.
  • Track submission status and identify outstanding information or approvals required before presentation to the Committee.
  • Liaise with Procurement, requesting departments, Legal, technical/evaluation teams, Finance, and other stakeholders to facilitate timely completion of committee requirements.
  • Prepare accurate meeting minutes, documenting key discussions, recommendations, decisions, conditions, and action items.
  • Obtain required signatures and approvals on committee minutes and related documents, ensuring appropriate submission to authorized parties.
  • Communicate approved committee recommendations and decisions to relevant stakeholders and monitor the implementation of action items.
  • Monitor outstanding committee actions and provide periodic status updates to the Committee Chair and stakeholders.
  • Maintain a clear distinction between the Committee Secretariat's administrative role and the Committee's collective authority.
  • Maintain and monitor conflict-of-interest declarations and related committee governance requirements.
  • Ensure confidential, commercially sensitive, and restricted procurement information is handled and safeguarded appropriately.
  • Maintain complete, accurate, and organized records of bidding submissions, evaluation reports, committee meetings, minutes, and related documentation.
  • Maintain an appropriate audit trail for committee activities and ensure records are readily retrievable for review.
  • Support the preparation of management reports and dashboards highlighting committee workload, submission status, and performance indicators.
  • Support continuous improvement of committee governance through enhancement of templates, workflows, and reporting tools.

Experience and Qualifications

  • A minimum of 5-10 years of experience in a relevant field.
  • Demonstrated ability to manage and coordinate administrative and governance activities.
  • Proficiency in preparing meeting materials, minutes, and reports.
  • Experience ensuring compliance with policies, procedures, and delegation of authority.
  • Strong organizational skills and attention to detail for record-keeping and audit readiness.
