About the Role

Qiddiya is seeking a Senior Manager Security Planning to join its team in Riyadh, Saudi Arabia. This full-time role is central to managing and overseeing comprehensive security strategies and programs across the Master Developer portfolio, specifically focusing on City Security Planning and the Place Planning and Design team. The successful candidate will play a key role in delivering Qiddiya City's security strategy, aiming to establish an open yet secure urban environment that serves as a global benchmark for safety and security in the 21st Century.

Security Master Planning Responsibilities

The Senior Manager will represent the Security Planning function, providing essential support to the master developer and specialist consultants throughout the planning, design, and development processes. Key responsibilities include:

  • Coordinating security master-planning across various Districts and the overall City masterplan.
  • Balancing the adjacencies of different land uses with security requirements and desired Place outcomes.
  • Reviewing Place characters at critical security moments and elements within the masterplan.
  • Ensuring the custodianship of Crime Prevention Through Environmental Design (CPTED) principles as the masterplan evolves.
  • Encouraging innovative approaches to security measures, integrating technology with strategically placed landscape and hardscape components (*, furniture, art, earth mounding, water) while meeting the City's operational objectives.

Development Subject Matter Expert Oversight

This role involves supporting the Security Planning team's general advisory and oversight of security outputs and activities delivered by external development consultants and associated experts. This includes, but is not limited to:

  • Providing expertise in built environment security consulting.
  • Overseeing security master planning initiatives.
  • Conducting and reviewing security risk assessments.
  • Developing and implementing security policies and planning frameworks.
  • Performing benchmarking and maturity assessments for security functions.
  • Facilitating security risk workshops.
  • Applying relevant built environment risk management knowledge, tools, standards, and processes.

Reporting and Strategic Support

The Senior Manager will contribute to strategic reporting and support internal governance. Key tasks include:

  • Enhancing and maintaining dashboards, trackers, and performance frameworks for executive reporting.
  • Providing presentation support for key briefing materials and stakeholder packs, such as for Project Control Groups and other internal governance committees.
  • Assisting in shaping policies, standards, and risk frameworks through thorough research and structured documentation.

Strategic Contributions and Team Development

This role also involves driving strategic initiatives to enhance efficiency and capabilities within the security planning function:

  • Streamlining planning workflows across multidisciplinary teams to enhance efficiency and align project delivery with Qiddiya's strategic objectives.
  • Maintaining and enhancing key organizational tools and processes, including task trackers, dashboards, and performance frameworks, to drive accountability and improve resource allocation.
  • Leading initiatives to expand the team's advisory capabilities, aiming to position Qiddiya's security planning function as a regional benchmark.

Required Experience

Candidates for this full-time position should possess 5 to 10 years of relevant professional experience in security planning, strategy, or a related field within the built environment. The role is based in Riyadh, Saudi Arabia.
