About the Role

Parsons Corporation is seeking a Senior Operations & Maintenance (O&M) Professional to join our team in Riyadh, Saudi Arabia. This full-time position is open exclusively to Saudi Nationals. The role involves leading day-to-day operations, maintenance, and asset management strategies for large-scale city infrastructure within the Kingdom.

Role Context

The Senior O&M Professional is responsible for ensuring that all urban systems, public utilities, and facilities operate at optimal levels of safety, efficiency, and sustainability. This work must align strictly with national standards and contribute to the effective management of critical city infrastructure.

Key Responsibilities

• Direct daily city operations, municipal services, and asset maintenance activities.
• Ensure all operational activities comply with national health, safety, and environmental (HSE) standards.
• Manage complex service level agreements (SLAs) and key performance indicators (KPIs).
• Develop and execute comprehensive preventive, predictive, and corrective maintenance programs.
• Oversee asset life-cycle management, from commissioning through to decommissioning.
• Maximize the reliability and uptime of critical city infrastructure and utility networks.
• Supervise third-party contractors, O&M service providers, and technical teams.
• Collaborate with internal development and engineering teams during project handovers.
• Serve as the primary contact for technical asset inquiries and system audits.
• Manage operational budgets (OPEX) and identify cost-saving initiatives.
• Utilize computerized maintenance management systems (CMMS) for tracking work orders.
• Prepare comprehensive technical reports and performance briefings for executive leadership.

Qualifications and Experience

• Bachelor’s degree in Engineering (Mechanical, Electrical, Civil) or Facility Management.
• A minimum of 6 years of experience in O&M, facility management, or city-scale infrastructure.
• Proven experience working on mega-projects, giga-projects, or master-planned communities in the Kingdom of Saudi Arabia.
• Deep knowledge of smart city technologies, utility grids, and district cooling systems.
• Strong understanding of asset lifecycle software and modern CMMS tools.
• Professional fluency in English is required; Arabic language proficiency is highly preferred.
• Familiarity with Saudi Arabian municipal regulations and engineering standards.
• Excellent leadership, negotiation, and vendor-management skills.
• This position is open to Saudi Nationals only.
