Senior Project Manager / Resident Engineer

About the Role

Savills is seeking a Senior Project Manager / Resident Engineer to lead a site-based consultancy team in Riyadh. This full-time role is focused on a large-scale, complex development programme. The position requires a professional with over 10 years of experience in project management and site supervision.

Role Overview

The Senior Project Manager / Resident Engineer will be accountable for the day-to-day supervision, contract administration, and overall programme and quality oversight of the development. This includes ensuring safe and compliant delivery of works through all phases, from testing and commissioning to final handover. The role also involves significant stakeholder coordination.

Key Responsibilities

• Act as the senior site representative and primary interface with the client, contractors, designers, authorities, and other consultants.
• Lead the mobilisation, site establishment, and deployment of the multidisciplinary supervision team.
• Administer the construction contract, ensuring compliance with drawings, specifications, approved method statements, ITPs, and contractual requirements.
• Chair progress, technical, commercial, and coordination meetings, issuing clear minutes and driving actions to closure.
• Direct inspections, RFIs, shop drawings, material submittals, method statements, NCRs, snagging, and close-out workflows.
• Monitor programme, resources, interfaces, and critical risks, requiring and assessing recovery plans for any delays.
• Oversee quality, HSE, and environmental compliance, escalating material breaches and ensuring corrective actions are implemented.
• Review progress measurement, payment recommendations, variations, claims, and extension-of-time matters in collaboration with planning and cost teams.
• Coordinate testing, commissioning, authority approvals, completion certification, handover, as-built records, and O&M documentation.
• Prepare concise weekly and monthly reports covering progress, quality, HSE, commercial matters, decisions, risks, and required client actions.
• Mentor the site team, allocate responsibilities, maintain discipline, and ensure consistent application of project procedures.

Qualifications and Experience

• A minimum of 10 years of experience in project management or resident engineering roles.
• Demonstrated experience in leading site-based consultancy teams for large-scale, complex development programmes.
• Proven ability in contract administration and ensuring compliance with project specifications.
• Strong understanding of programme and quality oversight, including testing, commissioning, and handover processes.
