Job Description

HSE Officer

Acwa China is seeking an HSE Officer for a full-time position in Saudi Arabia. This role is primarily plant-based, providing essential support for the management and implementation of the HSE system at the field level. The HSE Officer will work closely with power or water plant operations and report directly to the HSE Engineer / Plant General Manager / PM and Corporate HSE Manager.

Key Responsibilities

  • Coordinate and actively participate in plant activities, ensuring consistency through HSE management and alignment with overall company objectives.
  • Conduct toolbox talks, HSE awareness sessions, and on-field HSE meetings with staff and contractors.
  • Lead on-site HSE training programs for field personnel.
  • Improve reporting, recording, and investigation participation for unsafe acts/conditions and near-misses.
  • Coordinate and participate in continuous auditing of HSE management systems.
  • Assist the Administration and Occupational Health Team in all aspects of the post-accident/injury treatment process.
  • Promote the permit-to-work system with operations and maintenance employees to ensure safety.
  • Identify non-compliant, incomplete, or substandard procedures for activities involving employees and/or contractors.
  • Assist field staff and contractors with PPE care and inspection, ensuring compliance.
  • Record and report all incidents, including employee injuries.
  • Support Corporate HSE programs such as People Based Safety, 5S, and Zero Incident Process.
  • Inspect equipment logbooks and records for scaffolding, ladders, cranes, tools, work equipment, and power tools.
  • Support HSE incentive and promotional programs, including Safety Day, World Environment Day, and Corporate HSE campaigns.
  • Promote HSE Observation and Communication programs involving owner and contractor HSE officers.
  • Inspect portable fire extinguishers and safety eye-wash/shower stations, maintaining records as required.
  • Assist the HSE Engineer in the risk assessment process and maintenance of identified control measures.
  • Support the Incident Controller as part of the emergency response team.
  • Support Corporate Environmental programs such as waste management, plantation, and spill control.
  • Support Corporate Occupational Health Programs including Get Healthy Stay Healthy, Stress Management, Quit Smoking Programs, and Diet and Exercise initiatives.
  • Conduct regular walk-around checks to monitor HSE controls.
  • Ensure the availability of first aid measures and firefighting equipment at all locations, inspecting its condition.
  • Collect environmental deviations and ensure identification and implementation of corrective actions.
  • Coordinate HSE emergency drills and reports.
  • Ensure continuous monitoring of work areas and the presence of controls for identified risks.
  • Provide induction training to new employees, visitors, contractors, and subcontractors.
  • Ensure the availability of medical facilities and medicines in the ambulance.
  • Monitor the validity of equipment certifications and operator licenses.
  • Perform other assigned HSE duties as required.

Qualifications and Experience

  • A minimum of 5-10 years of relevant experience in Health, Safety, and Environment roles.

Work Environment

The role involves working near moving mechanical parts and in outdoor weather conditions. Employees may occasionally work in high and precarious places and be exposed to fumes, airborne particles, toxic chemicals, electrical shock hazards, and other risks. The work environment typically has a moderate noise level, though very loud conditions may occur.
