Napco National is seeking a dedicated HSSE Officer to join our team in Saudi Arabia. This full-time position is integral to upholding the highest standards of Health, Safety, Security, and Environment across our operations. The successful candidate will play a key role in ensuring a safe and compliant workplace.

Role Summary

The HSSE Officer is responsible for the proactive implementation, monitoring, and enforcement of all health, safety, security, and environmental policies and procedures within the company premises. This role involves conducting regular inspections, identifying potential hazards, and ensuring that all activities comply with established safety protocols to protect personnel and company assets.

Operational Safety and Compliance

  • Conduct periodical safety rounds across company premises to ensure a safe atmosphere and condition.
  • Ensure plant and warehouse safety and hygienic conditions are maintained, reporting any deviations.
  • Verify that plant-related employees wear appropriate overalls/clothing and Personal Protective Equipment (PPE).
  • Check the safe operation and condition of machinery throughout the production area.
  • Ensure clear access to fire extinguishers and hose cabinets across the company.
  • Monitor the condition of drainages/canals and coordinate pest control spray activities with department heads to prevent infestation.
  • Monitor the cycle chart of facility rooftops, walls, light shadows, and electrical panels.
  • Ensure the availability and proper maintenance of first-aid equipment and accessories.
  • Follow up on the implementation of Occupational Health and Safety Policies, programs, and procedures.
  • Increase health and safety awareness at all levels within the organization.
  • Coordinate with security guards regarding visitor movements, tracking entry and exit to company premises.

Emergency Preparedness and Training

  • Ensure the perfect condition of fire-fighting equipment through periodical maintenance and refilling as applicable.
  • Take fire preventive measures on a need basis, especially during summer.
  • Monitor hot works, ensuring they are carried out with due permission and under safe conditions across the plant.
  • Participate in evacuation drills.
  • Respond immediately to fires and other emergency situations.
  • Conduct safety and first-aid on-the-job trainings for new recruits when required.
  • Provide first aid activities in case of any accident, if required.
  • Coordinate the training of personnel in areas of safety testing, including first aid, CPR, accident prevention and investigation, workplace inspections, and other matters related to implementing safety procedures.
  • Assist executive staff, senior administrators, principals, supervisors, and the HSE team leader in emergency situations.

Investigations and Reporting

  • Maintain necessary documents for recording daily, weekly, and monthly HSE inspection activities.
  • Investigate and report all serious/critical personal injury accidents occurring to staff, visitors, or contractors.
  • Investigate accidents/incidents that result in substantial damage to company properties.
  • Respond to employees' safety concerns.
  • Coordinate the registration and removal of hazardous waste, if any.
  • Conduct operational risk assessments on site and design risk mitigation measures.
  • Generate and maintain all required reports related to the HSE management system, including corrective action and preventive measures.
  • Provide HSE improvement proposals stating non-conformance, proposed corrective action, required resources for corrective action, and a plan of implementation.

Candidate Profile

The ideal candidate will possess 5-10 years of experience in a Health, Safety, Security, and Environment role, demonstrating a strong understanding of safety regulations and best practices. You should be proactive, detail-oriented, and capable of effectively communicating safety protocols and procedures to all levels of the organization.
