Role Overview

Dar Al Riyadh Consultants is seeking a Quantity Surveyor to join their team in Medina, Saudi Arabia. This full-time role involves comprehensive management of project expenditure, contractor payments, variations, and claims, ensuring robust financial oversight and commercial close-out for projects.

Key Responsibilities

  • Review and assess Contractor interim payment applications, independently verifying quantities, measured works, and completed activities.
  • Prepare recommendations for payment certification.
  • Monitor project expenditure against contract value, approved budget, and forecasts.
  • Maintain comprehensive registers for payments, variations, claims, and commercial activities.
  • Review and evaluate Contractor variations and change requests, preparing independent cost estimates and assessments as required.
  • Review contract rates, quantities, measurements, and cost build-ups.
  • Support the commercial assessment of Contractor claims and contractual entitlements.
  • Coordinate with Planning to assess progress, programme impacts, and time-related costs.
  • Coordinate with Construction and QA/QC teams to verify completed and accepted works.
  • Monitor cost trends, changes, risks, and potential commercial exposure.
  • Prepare cost forecasts and Estimate at Completion (EAC) reports.
  • Support value engineering, cost optimization, and cost-saving initiatives.
  • Support final measurement, final account preparation, and commercial close-out.
  • Prepare commercial reports, cost analyses, and recommendations for PMC and Client management.

Qualifications and Education

  • Bachelor's Degree in Engineering, Quantity Surveying, Construction Management, or a related discipline.

Experience Requirements

  • Minimum of 8–12 years of total professional experience.
  • 5–8 years of experience in similar Quantity Surveying or commercial roles.
  • 5–8 years of GCC/KSA experience.
  • Proven experience within PMC, cost consultancy, or engineering consultancy environments is preferred.
  • Experience on infrastructure and Design & Build (D&B) construction packages is preferred.
  • Strong knowledge of quantity measurement, valuation, interim payments, variations, claims, cost control, and final accounts.
  • Experience reviewing Contractor payment applications, quantities, rates, and supporting documentation.
  • Strong understanding of construction contracts and commercial administration.

Essential Skills

  • Proficiency in Microsoft Excel and relevant quantity surveying/cost management software.
  • Strong analytical, commercial, reporting, negotiation, and stakeholder management skills.
  • Ability to work closely with Planning, Construction, Contracts, QA/QC, and other PMC functions.

Work Environment

This is a full-time position based in Medina, Saudi Arabia. The role requires collaboration across various project functions within a consultancy environment.
