Senior HSE Coordinator

About the Role

UrbaCon Contracting & Trading Company is seeking a Senior HSE Coordinator to join their team in a full-time capacity. This role involves supporting the HSE Manager, Project Directors, and Project Managers in coordinating the implementation of the integrated management system and local legal regulations across projects. The Senior HSE Coordinator will plan, implement, evaluate, and analyze HSE activities on site to ensure that HSE targets and objectives are met.

Key Responsibilities

• Lead the coordination, implementation, and compliance with the Project Health and Safety Management Plan (PHSP) and Project HSE Management Programme.
• Arrange, conduct, and participate in training sessions, HSE Committee meetings, and coordination meetings.
• Advise Project Managers/Directors and other supervisory staff on accident prevention and improvements in work methods.
• Coordinate the execution of HSE activities on projects according to the HSE plan and IMS requirements.
• Conduct monthly inspections for project sites, record findings, and develop relevant improvement action plans.
• Plan and implement quarterly HSE audits for sub-contractors.
• Record and analyze HSE Project performance to ensure the achievement of HSE goals.
• Coordinate with internal and external customers to achieve HSE goals effectively and efficiently.
• Coordinate training programs and monitor their effectiveness.
• Ensure prominent placement of safety posters, hazard flashes, site safety campaign promotional material, and results of safety incentive schemes on site.
• Monitor and review the placement and distribution of safety promotional materials monthly through Safety Gang Awards.
• Ensure fair implementation of the penalty provision procedure, issue default notices for violators, and provide monthly reports to the Project HSE Manager.

HSE Activities and Incident Management

• Conduct daily, weekly, or as-needed educative and informative meetings and toolbox talks to promote HSE targets.
• Facilitate weekly meetings with HSE personnel to enhance understanding of HSE best practices.
• Identify hazards and potential risks, assisting operations staff with their elimination or mitigation.
• Advise jobsite managers on HSE-related matters.
• Conduct root cause analysis for all recorded incidents and accidents, generating initial investigation reports within 24 hours or providing justification for delays.
• Complete final accident/incident investigations within 72 hours or provide proper justification for any delay.
• Investigate unsafe acts and conditions, providing solutions to prevent recurrences through hazard and risk analyses.
• Conduct required health, safety, and environment measurements in the project yard and facility, such as noise and lux surveys, on a monthly basis.
• Support the implementation of HSE initiatives, participate in safety awareness activities, and contribute to incident reporting and resolution in alignment with company and IMS policies.

Work Environment

This is a full-time position within UrbaCon Contracting & Trading Company, focusing on site-based HSE coordination and management to ensure compliance and safety across projects.
