About the Role

HILL INTERNATIONAL is seeking a Sr Electrical Engineer - Substation to lead the Project Management Consultancy (PMC) oversight and delivery of a critical Airport Substation and Medium Voltage Network Modernization Project. This full-time role involves ensuring the successful execution of all project phases, from engineering and procurement to construction, testing, and commissioning, while maintaining uninterrupted airport operations.

Key Responsibilities

• Lead PMC activities for the EPC/LSTK contractor's execution of a new ******** airport substation and MV network modernization project.
• Manage project scope, schedule, cost, quality, safety, and stakeholder coordination.
• Review and approve project execution plans, design execution plans, procurement plans, and construction methodologies.
• Monitor project milestones, progress reporting, risk management, and contract compliance.
• Interface with Airport Operations, Engineering, IT, Cybersecurity, HSSE, SEC, Matarat, and external stakeholders.
• Chair weekly and monthly project review meetings.
• Manage and review all detailed engineering submissions at 60%, 90%, and IFC stages.
• Review FEED verification reports and ensure compliance with project objectives.
• Ensure compliance with SEC standards, Saudi Building Code, IEC, IEEE, NFPA, and airport operational requirements.
• Lead multidisciplinary engineering reviews covering Electrical, Civil & Structural, Mechanical & HVAC, Fire Protection, Communications, SCADA/ADMS, and Cybersecurity systems.
• Review technical queries (TQs), design deviations, value engineering proposals, and constructability studies.
• Provide technical leadership for substations, switchgear (* and * Metal-Clad), busbar systems, protection & control systems, auxiliary AC/DC systems, battery banks and chargers, station service transformers, power transformers (30/40MVA and 20/***, distribution transformers (oil-filled and dry-type), distribution network (* and *** loops), automated smart RMUs, underground duct banks, utility tunnel cable routing, cable terminations and jointing, LV systems, main distribution boards, automatic transfer schemes, emergency power systems, and UPS integration.
• Review and approve ETAP Studies, Load Flow Analysis, Short Circuit Analysis, Arc Flash Studies, Harmonic Analysis, Relay Coordination Studies, Motor Starting Studies, and Grounding Studies.
• Validate protection philosophies and relay settings, ensuring system reliability and N-1 redundancy requirements are achieved.
• Review SCADA integration and operational control strategies.
• Oversee site construction activities including substation buildings, transformers, RMUs, MV/LV cable installation, utility tunnel works, HDD crossings, duct banks, earthing systems, and fire protection systems.
• Manage outage planning, switching programs, and energization activities, ensuring airport operations are maintained without disruption.
• Verify compliance with approved IFC drawings and method statements.
• Witness Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT).
• Review commissioning procedures and energization plans.
• Lead integrated testing of transformers, switchgear, protection relays, RMUs, SCADA systems, and communication networks.
• Ensure successful cutover and transition to operational systems.
• Coordinate with SEC and Airport Operations for energization approvals.
• Maintain project risk register and lead monthly risk workshops.
• Manage constructability reviews and interface management plans.
• Coordinate with SEC, National Grid, Airport Operations, IT & Cybersecurity, Airside Operations, Utility Authorities, Consultants, and Contractors.
• Inform themselves of relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International, ensuring continued compliance.
• Perform other duties as assigned by the Project Director or line manager.

Qualifications and Experience

• A minimum of 10 years of experience in electrical engineering, specifically with substation and medium voltage network projects.
• Demonstrated experience in PMC oversight and delivery of complex infrastructure projects.
• Strong understanding of regulatory, operational, and safety requirements in an airport environment.
• Proficiency in managing project performance, stakeholder coordination, and technical governance.

Technical Expertise

• In-depth knowledge of substations, switchgear, protection and control systems, and distribution networks.
• Familiarity with ETAP studies, load flow analysis, short circuit analysis, arc flash studies, and relay coordination.
• Experience with SCADA integration and operational control strategies.
• Understanding of relevant international and local standards (SEC, Saudi Building Code, IEC, IEEE, NFPA).

Project Management Skills

• Ability to manage project scope, schedule, cost, quality, and safety effectively.
• Strong risk management and contract compliance skills.
• Excellent communication and interpersonal skills for stakeholder coordination.
