About the Role

iPS Powerful People (B Corp™) is seeking a Contracts & Procurement Lead to join their team in Al Jubail, Al Jubayl. This full-time role involves leading the entire contracting and procurement lifecycle, from initial requisition and sourcing strategy through to contract close-out. The successful candidate will be instrumental in developing and executing procurement strategies aligned with project objectives.

Key Responsibilities

  • Lead the full contracting and procurement lifecycle, including requisition, sourcing strategy, tendering, evaluation, negotiation, award, contract execution, and close-out.
  • Develop and recommend appropriate contracting strategies, such as lump-sum and unit-rate models.
  • Manage tendering activities, bid meetings, commercial evaluations, negotiations, and contract award processes.
  • Ensure contracts meet all commercial, legal, and technical requirements.
  • Oversee supplier and contractor performance throughout contract execution.
  • Identify root causes of delivery delays, contractual issues, and disputes, and support their resolution.
  • Advise project stakeholders on contract strategy, procurement risk, supplier capability, and market conditions.
  • Develop and execute short- and medium-term procurement and contracting strategies.
  • Establish and monitor procurement and contracting KPIs, including cycle time, cost savings, and supplier performance.
  • Manage procurement budgets, expenditure forecasts, and cost-control activities.
  • Identify cost-saving opportunities while maintaining quality, safety, and project standards.
  • Lead supplier qualification, evaluation, performance monitoring, and vendor development activities.
  • Ensure compliance with IKTVA, LCGPA, and local-content requirements.
  • Collaborate with Engineering, Project, Finance, Logistics, and HSEQ teams to align contracting and procurement activities.
  • Manage and supervise the Contracts & Procurement team, assigning responsibilities, setting objectives, and monitoring performance.
  • Coach and develop team members and support capability building within the function.
  • Support the implementation and continuous improvement of procurement policies, procedures, controls, and systems.
  • Lead or support the use of ERP and contract-management platforms such as SAP, Oracle, Ariba, and Procon.
  • Ensure procurement and contracting activities comply with applicable HSE and contractor-safety requirements.

Qualifications and Experience

  • Education: Bachelor’s degree in Engineering, Business Administration, Supply Chain Management, or a related discipline.
  • Experience: Minimum of 15 years in Contracts and Procurement, with at least 5 years in the Middle East, including Saudi Arabia.
  • Specialized Experience: Strong and demonstrable experience in contracts management, beyond operational purchasing.
  • Extensive experience in:

    • Contracting strategy
    • Tendering and RFQ/RFP processes
    • Bid and commercial evaluation
    • Contract negotiation
    • Contract award
    • Supplier and contractor management
    • Contract administration
    • Contract close-out
    • Contractual risk and dispute management

Highly Preferred Experience

  • EPC / EPCM / Capital Project contracting and procurement experience.
  • Experience in large industrial, oil & gas, petrochemical, mining, metals, or heavy-industry projects.
  • Experience managing major EPC or capital-project contracts.
  • Knowledge of Saudi Aramco procurement and contracting standards.
  • Strong understanding of FIDIC, NEC, or similar international contract frameworks.
  • Experience with IKTVA / LCGPA / Saudi Local Content.
  • Hands-on experience with SAP, Oracle, Ariba, and/or Procon.
  • Experience working in multicultural project environments.
