About the Operations Head Supply Base Role

PaxOcean is seeking an Operations Head Supply Base to lead the early startup of supply base operations in Al Jubayl, Saudi Arabia. This full-time role is integral to the group's long-term business direction for establishing a new supply base at Ras Al Khair Port.

Role Context and Objectives

The primary objective is to establish and manage efficient supply base operations, ensuring alignment with Saudi Port Authorities, Coast Guards, and Customs regulations. The role involves driving revenue and margin targets for supply base operations and ship repair services, while fostering strong client relationships within the marine and offshore sectors operating in Saudi Arabia.

Key Responsibilities

  • Develop and improve operational strategies in compliance with Saudi Port Authorities, Coast Guards, and Customs (Zakat) office requirements.
  • Execute supply base operations to achieve revenue and margin targets for supply base operations and ship repair services.
  • Engage with new clients, providing customer-centric support to marine and offshore operators in Saudi Arabia.
  • Ensure a deep understanding of vessel movement operational processes, adhering to Port Authority (Mawani) and coast guard regulations.
  • Coordinate with Mawani harbour tugs for vessel movement requirements.
  • Plan and execute stevedoring operations for the safe handling of incoming vessels.
  • Demonstrate a thorough understanding of supply base logistical operational services.
  • Manage project load-out operations, including the handling of modules, blocks, and subsea pipelines onto laydown barges using SPMTs and cranes.
  • Liaise with clients' marine warranty surveyors to ensure sea fastening and load-out operations comply with their instructions.
  • Follow up with new clients to promote PFMC capabilities and service support, aiming to generate new revenue streams.
  • Handle site inquiries from customers and collaborate with the commercial team for timely responses.
  • Follow up on tenders with customers and agents, and negotiate contracts and projects.
  • Ensure timely tender estimations are completed by the commercial estimator.
  • Manage client relationships for PFMC within the port.
  • Oversee the PFMC Operations team to maintain optimal critical inventory levels for materials and consumables.
  • Ensure internal stakeholders understand and adhere to contractual obligations, and identify any process violations.
  • Assess risks and provide recommendations based on business situation analysis.
  • Provide functional and management support for Change Management, including negotiation and settlement of Change/Variation Orders with clients.
  • Review existing company procedures and policies on commercial management, providing feedback for refinement and updates.

Qualifications and Experience

  • Minimum of 5 years of relevant experience in operations within Saudi Ports or Supply Bases.
  • A strong grasp of Mawani, Coast Guards, and Customs regulatory functions is preferred.
  • Experience in team management.

Technical Skills

  • Proficiency in Microsoft applications (Excel, Word).
  • Familiarity with SAP Project Management.
  • Proficiency in Microsoft Project.

Educational Background

A Bachelor's degree in Marine Engineering or Naval Architecture is required.
