About the Role

Bechtel Corporation is seeking a Senior BIM Manager to lead digital implementation and governance for the Royal Commission of Jubail and Yanbu in Al Jubail, Eastern Province. This full-time position focuses on advancing the Digital Twin Delivery Program (DTDP) and integrating BIM, GIS, and asset information management across project lifecycles.

Role Context and Objectives

The Senior BIM Manager will oversee a team of BIM, Innovation, and GIS Specialists, driving the implementation and governance of the Digital Twin Delivery Program (DTDP) for the Royal Commission in Jubail and Ras Al Khair industrial cities. This role is critical in ensuring the alignment of BIM, GIS, and asset information handover to Operations & Maintenance (O&M) throughout all project phases. The position supports a transition from project-specific BIM to enterprise-level asset information management, acting as the functional owner of the Common Data Environment (CDE) and ensuring compliance with ISO 19650 standards.

Key Responsibilities

  • Lead and govern the Digital Twin Delivery Program (DTDP) across all Royal Commission projects and initiatives in Jubail and Ras Al Khair.
  • Define and implement enterprise BIM and information management strategies aligned with long-term asset lifecycle objectives.
  • Establish standards and frameworks for Asset Information Models (AIM) and digital handover requirements in collaboration with the O&M team.
  • Drive the integration of BIM, GIS, and asset data into a unified digital ecosystem.
  • Ensure maximum compliance with ISO 19650 standards across all projects and stakeholders.
  • Develop and maintain the client's DTD program documentation and ecosystem, including management of information containers, workflows, naming conventions, and metadata standards.
  • Implement client information security and classification practices.
  • Act as the functional owner of the CDE (ProjectWise), ensuring data integrity, accessibility, and compliance, and drive its adoption across all teams, consultants, and contractors.
  • Establish and enforce governance policies for information exchange, approval workflows, and document control.
  • Monitor and enforce compliance with digital delivery standards and contractual requirements.
  • Coordinate with Document Management and IT teams to align digital and document processes.
  • Oversee the development, review, and implementation of consultant and contractor BIM Execution Plans (BEPs).
  • Conduct regular audits and assessments of BIM implementation and compliance.
  • Ensure BIM requirements are met across contracts, Work Orders, and RFPs.
  • Monitor coordination processes including model federation, clash detection, and design reviews.
  • Support project teams in achieving BIM use cases such as 4D simulation, quantity take-offs, and reporting.
  • Define data structures and requirements to support operations, maintenance, and asset lifecycle management.
  • Ensure BIM deliverables are structured for integration into Asset Information Models and operational systems.
  • Evaluate and implement emerging technologies, such as automation and AI, to enhance digital delivery.
  • Promote innovation and continuous improvement in digital engineering and construction practices.
  • Serve as the primary interface between the Royal Commission, project teams, contractors, and IT for BIM and digital delivery matters.
  • Conduct capability and capacity assessments of consultants and contractors.
  • Facilitate collaboration across multidisciplinary teams and project stakeholders.
  • Establish and manage QA/QC processes for BIM models, data, and deliverables.
  • Capture lessons learned and implement continuous improvement strategies.
  • Define and track performance metrics to improve model quality, coordination efficiency, and digital adoption.
  • Lead and develop a multidisciplinary team of BIM, GIS, and Innovation specialists.
  • Provide mentoring, training, and technical guidance to internal teams and external stakeholders.
  • Establish competency frameworks and training programs to support digital capability growth.
  • Foster a culture of collaboration, innovation, and continuous learning.

Qualifications and Experience

  • Bachelor’s degree in engineering, construction management, or a related discipline.
  • Master’s degree is preferred.
  • A minimum of 15 years of experience (with a Bachelor's degree) or 13 years of experience (with a Master's degree) in engineering, construction, or project delivery environments.
  • A minimum of 5 years of leadership experience in BIM management or digital delivery roles.
  • Proven experience in large-scale infrastructure or industrial projects.
  • Demonstrated experience in implementing BIM at a program or enterprise level.

Required Knowledge and Skills

  • Strong understanding of ISO 19650 and information management frameworks.
  • Experience with Common Data Environments such as ProjectWise, ACC/BIM 360, or equivalent.
  • Knowledge of BIM authoring, coordination, and 4D/5D simulation platforms (*, Revit, Navisworks, Synchro, or equivalent).
  • Experience integrating BIM with GIS and asset data systems.
  • Understanding of various project delivery methods (Design-Bid-Build, Design-Build, IPD, Lean).
  • Experience with digital twin concepts and asset lifecycle information management.
  • Strong leadership and decision-making capabilities.
  • Excellent communication and stakeholder engagement skills.
  • Ability to influence multidisciplinary and geographically distributed teams.
  • Strong problem-solving and strategic thinking abilities.
  • Ability to operate effectively within a culturally diverse organization.
  • Self-driven, adaptable, and capable of managing evolving priorities.
  • Fluency in Arabic is desirable.

Work Location

The primary work location is the Royal Commission Offices in Jubail, with potential requirements for site visits to Ras Al Khair as needed.
