About the Role

Nokia Al Saudia is seeking a Change Management Expert to join our Network Operations Center (NOC) team in Riyadh, Saudi Arabia. This full-time role is central to governing, assessing, coordinating, and monitoring all network changes impacting STC's telecom infrastructure. The successful candidate will ensure strict compliance with ITIL Change Enablement best practices, customer Service Level Agreements (SLAs), and established operational standards.

This position serves as the primary coordination point, bridging Operations, Radio, Core, Transport, IP/MPLS, Security, Vendors, and Customer stakeholders. The objective is to facilitate the successful execution of planned network changes while minimizing service impact.

Key Responsibilities

Manage the complete lifecycle of network changes in accordance with ITIL Change Enablement processes.
Review, validate, and classify Change Requests (CRQs), ensuring comprehensive technical, operational, business, and risk information.
Verify implementation, rollback, testing, and communication plans, ensuring compliance with operational standards and contractual obligations.
Conduct technical and operational impact assessments, evaluate and mitigate service risks, and validate maintenance windows and service dependencies.
Identify and resolve conflicts between concurrent network activities.
Coordinate change implementation across various domains including Radio Access Network (2G/4G/5G), Core Network, IP/MPLS, Transmission, OSS/BSS, Field Operations, and Third-Party Vendors.
Lead Change Advisory Board (CAB) meetings and communicate approved changes to relevant stakeholders.
Perform Post Implementation Reviews (PIRs), analyze failed or partially successful changes, capture lessons learned, and drive process improvements.
Maintain accurate documentation and audit records for all changes.
Prepare regular reports on key metrics such as Change Success Rate, Emergency Changes, Failed and Rolled-Back Changes, Change Compliance, Lead Time and Backlog, Maintenance Window Utilization, Service Interruptions, CAB Performance, and SLA Compliance.

Qualifications and Experience

Bachelor's degree in Telecommunications Engineering, Electrical Engineering, Computer Engineering, Information Technology, or a related field.
ITIL 4 Foundation Certification (Mandatory).
ITIL Practice Manager (Change Enablement) or equivalent certification preferred.
PMP, PRINCE2, Cisco, Nokia, Ericsson, Huawei, or Juniper certifications are advantageous.
Minimum of 10 years of experience in telecom network operations.
At least 5 years of dedicated experience in Change Management within a telecom NOC or Managed Services environment.
Experience supporting Tier-1 telecom operators is preferred.
Proven track record in managing large-scale network maintenance activities.

Work Environment and Performance Metrics

This role is based at the STC Network Operations Center in Riyadh. It requires participation in 24x7 operations and on-call support when necessary. Availability during planned maintenance windows, weekends, and public holidays is also expected. The position involves frequent coordination with customers, vendors, and internal technical teams.
