Crisis Management Lead

About the Role

The Water Transmission Company (شركة نقل المياه) in Riyadh is seeking a Crisis Management Lead. This full-time role is central to developing, implementing, and evaluating comprehensive crisis management strategies, including leading crisis simulations and overseeing the Emergency & Crisis Center. The successful candidate will ensure robust decision-making structures are in place and provide critical support during emergencies.

Key Responsibilities

• Ensure all work adheres to approved policies, processes, procedures, and instructions.
• Identify opportunities for continuous improvement in systems, practices, cost optimization, and productivity.
• Ensure compliance with all applicable laws, rules, regulations, and standards within the company and related functions (*, HC, HSSE, Risk, Cybersecurity).
• Escalate problems to ensure efficient and timely resolution of cases and issues.
• Prepare and coordinate programs, plans, methodologies, manuals, indicators, governance models, and roles and responsibilities matrices related to emergency, crisis, and disaster management operations.
• Develop the operational model for emergency management, defining levels, escalation/de-escalation criteria, and procedures for monitoring, surveillance, alerts, and warnings.
• Prepare procedures and templates for incident reporting, information sharing, and report dissemination to internal and external stakeholders.
• Establish standards and procedures for activating emergency, business continuity, and contingency plans, including criteria for transitioning from response to recovery.
• Assess the effectiveness of emergency response and recovery operations, documenting lessons learned and proposed corrective actions.
• Coordinate and integrate roles between the Emergency and Crisis Management Operations Unit and other relevant organizational units (risk management, emergency management, business continuity).
• Maintain direct linkage with the Disaster and Crisis Management Center at the General Secretariat of the National Risk Council.
• Prepare a dedicated register for events and incident investigation reports.
• Identify and secure approval for the financial, human, and administrative resources required for emergency, crisis, and disaster management operations.
• Evaluate the effectiveness of procedures and practices in achieving unit objectives, working on continuous improvement, and submitting proposed action plans.
• Document and periodically review the activities of the Emergency & Crisis Center.

Qualifications and Experience

• A minimum of 5 to 10 years of relevant experience in crisis management or a related field.
• Demonstrated ability to develop, implement, and evaluate crisis management strategies.
• Experience in leading crisis simulations and managing emergency centers.

Internal and External Communications

This role requires effective communication and coordination with a wide range of stakeholders. Internally, the Crisis Management Lead will engage with all departments across the Water Transmission Company. Externally, key interactions will include consultants, contractors, vendors, suppliers, service providers, and various government authorities and entities.
