With a focus on expanding international market opportunities to support business and financial goals, Raytheon Saudi Arabia is seeking a Localization Manager to join its team in Riyadh, Kingdom of Saudi Arabia. This full-time role is central to developing local industrial capabilities and fostering partnerships in line with sovereign industrial policies and expectations.

Strategic Impact and Team Collaboration

This position is crucial for enhancing collaboration and ensuring Raytheon meets the specific needs and expectations of its international partners, contributing to the company's overall growth and success in the global Defense and Aerospace environment. The Localization Manager will align with a cross-functional team responsible for strategic projects coordinated across various Strategic Business Units (SBUs), Operations and Supply Chain (OSC), Requirements & Capabilities (R&C), Contracts, Global Trade, and Finance teams. The current pipeline of Offsets and Localization projects in the proposal phase exceeds $15 billion in obligation value, with an additional forecast of approximately $20 billion in the long-range plan.

Core Responsibilities

• Manage the coordination and development of industrialization concepts and proposals, supporting negotiation of industrialization agreements, establishing strategic industrial partnering agreements, and coordinating associated global supply chain arrangements.
• Execute all phases of the global industrialization program lifecycle in support of strategies and plans that enable supply chain, product, and country industrialization opportunities in Raytheon’s global market, including Project Concept Development, Proposal Development, Contract Negotiation and Award, and Program Execution Support.
• Collaborate with relevant Raytheon functions, landed companies/program teams, and existing commercial consortiums to identify, develop, and mature industrial partnerships that support the execution of global industrialization initiatives.
• Work with landed company and capture/program teams to develop relationships with local customers, industry stakeholders, and USG authorities to enable the delivery of global industrialization initiatives.
• Interface regularly with internal and external customers, as well as executive leadership.
• Ensure program growth, accurate forecasting, estimate at completion, and monthly internal reporting.
• Work closely with localization program managers and other functions to develop and deliver quarterly reports and credit claims in accordance with project milestones.

Required Qualifications and Experience

• Bachelor’s degree in a related field and a minimum of 8 years of relevant experience, or an Advanced Degree in a related field with a minimum of 5 years of experience.
• Earned Value Management Systems (EVMS) Certified.
• Experience with proposal (Submit Gate) leadership and management, specifically creating winning Management, Cost, and/or Technical Proposals, Basis of Estimates (BOEs), or Industrial Partnership Agreements & Plans (IPAs & IPPs).
• Experience interfacing with customers at all levels.
• Expert knowledge of the international offset and localization market.

Preferred Skills and Background

• Bachelor’s degree in engineering.
• Experience with Patriot / GEM-T.
• Experience working in the MENA region.
• Ability to identify best practices and effectively utilize them within a global environment.
• Ability to establish and maintain strong customer relationships to sustain and grow business.
• Program Management Experience (P&L ownership).
• PM Level 4 Certification or equivalent external certification.

Work Environment and Employee Support

The localization team is globally distributed across strategic business locations throughout the US, Europe, and the Middle East North Africa (MENA). This role is an accompanied onsite position based in Riyadh, Kingdom of Saudi Arabia. International travel for occasional global customer engagements, potentially greater than one week in duration, across Raytheon’s global markets including MENA, Asia, and Europe, is required.
