Purchasing Engineer Civil

About the Role

Alfanar Projects is seeking a Purchasing Engineer Civil to join their team in Riyadh, Saudi Arabia. This full-time role involves preparing, coordinating, and executing all purchasing activities in response to material, service, and asset purchase requests. The successful candidate will contribute to the department's strategic plan by managing defined projects and ensuring efficient procurement processes.

Key Responsibilities

• Handle assigned projects in alignment with the department's strategic plan.
• Send Requests for Quotation (RFQs) to suppliers based on specifications received.
• Obtain and negotiate quotations from suppliers according to Purchase Requisition (PR) specifications.
• Submit quotations and draft Purchase Orders (POs) to Project Managers/Business Unit Managers (PM/BUM) for approval and comments.
• Prepare comparison sheets for items to be procured and complete the PO issuance cycle.
• Generate daily status reports for purchase requests and discuss them weekly with the relevant manager.
• Review market conditions, prices, delivery terms, and trends to assess material availability.
• Identify new and competent suppliers to expand the database for current and future needs.
• Approve POs and initiate advance payments within defined competency limits.
• Assist Purchase Officers in obtaining Order Acknowledgements and advance payment invoices from vendors.
• Discuss and obtain feedback from PM/BUM/Tender departments on supplier comments post-PO issuance.
• Issue formal replies to supplier comments after PO issuance.

Supplier Database and Commercial Activities

• Verify supplier bank details in SAP against invoice information and raise change requests for discrepancies.
• Cross-check invoices against orders when initiating advance payments.
• Provide input to the Commercial Section for timely Letter of Credit (L/C) establishment.
• Approve L/C release requests as per the authority matrix.
• Assist the Commercial Section in preparing fortnightly Foreign Currency Statements.

Qualifications and Experience

• A minimum of 5 to 10 years of relevant experience is required for this position.
