Strategic Intelligence Specialist

About the Role

The Zakat, Tax and Customs Authority is seeking a Strategic Intelligence Specialist to join their team in Riyadh, Saudi Arabia. This full-time role involves conducting independent tasks under close supervision, focusing on research, information analysis, and report drafting. The specialist will contribute to the development of compliance risk management frameworks and the setting of compliance risk KPIs, requiring 2-5 years of relevant experience.

Key Responsibilities

• Conduct research and benchmark studies on tax and customs risk treatments, identifying areas for improvement.
• Maintain communication with the Legal function to assess implications of regulatory updates on internal policies and frameworks.
• Liaise with internal stakeholders and governmental entities to collect data for risk hypothesis testing and database updates.
• Collaborate with Enterprise Risk Management to ensure consistency in developed frameworks.
• Review and assess compliance threats, perform risk scoring, and update the risk register.
• Consolidate data on non-compliance behaviors, develop root cause analyses, and ensure mitigation controls are in place.
• Review compliance issues to identify untapped risks, develop risk models, and establish treatment methodologies.
• Evaluate business processes and conduct operational risk analysis to identify compliance risks.
• Prepare preliminary compliance risk profiles by analyzing data from various sources.
• Develop and update risk treatments, including frameworks, methodologies, and measurement guidelines.
• Maintain the risk register with proper updates on risk owners, probability, frequency, severity, and control effectiveness.

Compliance Risk Strategy Implementation

• Assist in developing the compliance risk strategy to ensure proper implementation and effective follow-up.
• Analyze ZATCA’s operational plans to ensure incorporation of the compliance risk strategy and smooth implementation of risk treatment initiatives.
• Follow up on compliance risk strategy implementation, highlighting misalignments and establishing key controls for mitigation actions.
• Monitor non-compliance risk mitigation plans and preventive actions to ensure proper implementation of control mechanisms.
• Develop and update the risk register, including risk categorization and prioritization.
• Prepare periodic reports consolidating ZATCA’s compliance risk status, mitigation effectiveness, and areas for improvement.

Organizational Support

• Adhere to all relevant policies, processes, and standard operating procedures.
• Provide support for junior team members and assist in resolving escalated problems.

Qualifications and Experience

Candidates should possess 2-5 years of experience in a relevant field. The role requires strong analytical skills, attention to detail, and the ability to conduct independent research and analysis. Experience in compliance, risk management, or strategic intelligence is preferred.
