About BSKL and the Role

BSKL is an established Saudi micromobility and technology company operating shared mobility fleets, mobility projects, and technology-enabled fleet services across Saudi Arabia. The company has grown through direct involvement from its founders and board members. We are seeking a Chief Operating Officer (COO) to join our team in Riyadh, Saudi Arabia, on a full-time basis. This executive leadership role is critical for building a stronger management structure, leading company-wide execution, and reducing dependence on the founders for daily operations.

Strategic Objectives

The COO will be instrumental in transforming BSKL from a founder-dependent operation into a professionally managed, accountable, and scalable organization. The core mission includes:

  • Removing daily management and operational follow-up from the founders.
  • Building capable managers and reliable departments.
  • Establishing clear authority, accountability, reporting lines, and Key Performance Indicators (KPIs).
  • Improving operational and financial performance.
  • Developing new revenue and expansion opportunities.
  • Building a company that can operate independently and scale effectively.

Key Responsibilities

The Chief Operating Officer will lead daily execution, operational performance, organizational development, revenue growth, and expansion. Key responsibilities include:

  • Company Building and Organisational Development: Assessing structure, transferring responsibilities from founders to managers, defining ownership and escalation paths, evaluating and recruiting talent, strengthening key departments (operations, maintenance, customer support, HR, finance, procurement, government relations, projects, commercial development), introducing professional management discipline, and ensuring Board decisions are implemented.
  • Operations and Fleet Performance: Taking ownership of daily fleet and field operations across Saudi Arabia, overseeing deployment, collection, charging, redistribution, maintenance, and warehousing. Improving fleet utilization, service quality, customer experience, and cost efficiency, while reducing downtime and losses. Building reliable systems for maintenance, work orders, and monitoring.
  • Business Development and Revenue Growth: Identifying and developing new revenue sources, building a pipeline with various entities, pursuing opportunities in diverse mobility services, participating directly in prospecting and negotiations, and converting relationships into signed projects and operating revenue.
  • Strategy and Expansion: Collaborating with the CEO and Board to create growth strategies, identifying attractive markets and opportunities, evaluating expansion plans, building launch plans, and leading approved initiatives to ensure a realistic path to revenue and profitability.
  • Company-wide Execution: Translating executive and Board decisions into clear actions, coordinating cross-departmental activities, establishing regular management meetings and KPIs, identifying and addressing delays or poor performance, and ensuring commitments are delivered.
  • People and Leadership: Leading approximately 20–40 employees directly and indirectly, setting clear responsibilities and performance standards, developing managers, addressing weak performance, implementing HR decisions, resolving internal conflicts, and fostering a culture of ownership and discipline.
  • Financial, Commercial, and Process Oversight: Monitoring revenue, budgets, costs, and project profitability. Improving financial discipline, challenging unnecessary spending, improving margins, negotiating contracts, reviewing commercial commitments, and working with the CTO to enhance operational systems and automation.
  • Executive and Governance Responsibilities: Acting as Deputy CEO when delegated, representing the company in important meetings, supporting and challenging the CEO and Board on strategic decisions, preparing comprehensive reports, presenting recommendations, and executing approved decisions with discipline.

Candidate Profile and Requirements

We are seeking a high-agency company builder with over 10 years of experience, demonstrating courage, judgment, energy, and commercial hunger. The ideal candidate must be comfortable navigating difficult situations, challenging weak performance, making unpopular decisions, and carrying responsibility in uncertain outcomes. They should be capable of working effectively with founders and board members, earning trust, communicating difficult truths, and establishing a professional management structure without being passive or unnecessarily confrontational. This role requires a proactive individual who does not wait for perfect information or detailed instructions. Experience should include personally building, fixing, hiring, negotiating, selling, launching, following up, and delivering, rather than being limited to highly structured organizations where established systems handle most execution.

Role Authority and Progression

During the initial period, the COO will assess the company and execute major changes through the approved governance system. As trust and performance are established, responsibility for daily management, employees, budgets, operational decisions, and department leaders is expected to transfer progressively to the COO. The role may develop into broader executive leadership over time, including a possible future CEO position, based on performance, trust, and the company’s future needs.
