NTU International A/S is leading a consortium responsible for the proposal preparation of the EU-funded "Egypt Downtown Facility" project. This initiative aims to enhance the effectiveness, coherence, and visibility of the Strategic and Comprehensive Partnership between the European Union and the Arab Republic of Egypt. The project provides rapid, flexible, and high-quality technical assistance to support jointly agreed bilateral cooperation priorities, contributing to strengthened policy dialogue, improved program implementation, and reinforced institutional capacities of Egyptian partner entities involved in EU-funded actions.

Role Summary

NTU International A/S is seeking a Senior Non-Key Expert – Digital Transformation to provide specialized technical assistance. This contract role is based in Riyadh, Saudi Arabia, and requires 5-10 years of professional experience. The expert will support assignments focused on the digitalization of public institutions, e-government initiatives, institutional modernization, and the implementation of digital transformation strategies.

Key Responsibilities

• Support technical assistance assignments related to the digitalization of public institutions.
• Contribute to e-government initiatives and institutional modernization efforts.
• Assist in the design and implementation of digital transformation strategies.
• Provide expertise on digital workflows and data-driven public administration approaches.

Professional Experience and Qualifications

• A minimum of 7 years of relevant professional experience is required.
• Demonstrated experience in digital transformation and the digitalization of public institutions.
• Experience conducting digital maturity assessments, institutional diagnostics, and/or developing digital transformation roadmaps.
• Familiarity with digital workflows, e-government systems, data-driven approaches, and institutional digitalization.
• Knowledge of public-sector digital transformation in Egypt/MENA is desirable.

Work Type and Location

This is a contract position based in Riyadh, Saudi Arabia. The role involves contributing to a significant EU-funded project aimed at strengthening partnerships and institutional capacities in the region.
