Director Security Operations Planning and Integration

About the Role

Qiddiya Investment Company is seeking a Director - Security Operations Planning and Integration to provide strategic and operational leadership for the integration of security command, control, communications, intelligence, technology, incident coordination, and commercial delivery across QIC Security Operations. This full-time position is based in Riyadh, Riyadh Province.

The role ensures the District Security Operations Centre (DSOC) functions as the central hub for situational awareness, operational coordination, information management, and escalation. It also verifies that security contracts and commercial arrangements deliver compliant, effective, and value-driven services aligned with operational demand. The Director connects people, processes, technology, data, and contracted services into a single operating model supporting daily security operations, major events, emergencies, elevated security postures, and the transition to steady-state city operations.

Key Responsibilities

• Develop and periodically review the long-term security strategy, target operating model, and capability roadmap, aligning priorities with Qiddiya's growth and transition to steady-state city operations.
• Define the balance of employed, contracted, and specialist capabilities to ensure scalable, resilient, commercially sustainable, and demand-aligned workforce structures.
• Define and maintain the integrated security command, control, and coordination model, including roles, decision rights, escalation routes, command levels, and operational team interfaces.
• Provide executive oversight of DSOC operations, staffing, procedures, shift governance, briefings, logs, incident coordination, and operational reporting.
• Ensure timely collection, validation, analysis, and dissemination of security information from various sources.
• Direct integrated coordination for significant incidents, events, and elevated security postures, ensuring clear command, tasking, communication, and decision logging.
• Lead the operational integration of security technologies such as CCTV, access control, alarms, communications, and incident management into DSOC workflows.
• Establish readiness, maintenance, resilience, fallback, and recovery requirements for command-and-control technologies and communications.
• Maintain command structures, duty arrangements, contact protocols, incident rooms, and supporting documentation for routine and exceptional operations.
• Coordinate command, communications, reporting, and contractor interfaces for major events, VIP/VVIP activity, and heightened security postures.
• Plan and oversee table-top and live exercises to test DSOC, communications, escalation, continuity, and cross-functional coordination.
• Establish and oversee governance for security contracts, including performance cadence, KPI/SLA assurance, change control, risk, compliance, and executive reporting.
• Own the strategic commercial framework for outsourced security services, ensuring delivery models are scalable, cost-effective, and aligned with future city operational requirements.
• Direct performance reviews, non-conformance management, recovery plans, and escalation for persistent or high-risk supplier failures.

Qualifications and Experience

• A minimum of 10 years of relevant experience in security operations, command, control, and integration.
• Demonstrated leadership in managing complex security environments and strategic planning.
• Experience with security technology integration and operational readiness.
• Proven ability to manage security contracts and supplier governance.

Work Environment

This role is a full-time position based in Riyadh, Saudi Arabia, within the Qiddiya Investment Company. The Director will operate within a dynamic environment, supporting the transition from development to steady-state city operations.
