About Parsons and the HSE Manager Role

Parsons Corporation is seeking a dedicated HSE Manager to join our team in Riyadh, Saudi Arabia. This full-time position is critical for ensuring life safety, public health, environmental compliance, and risk prevention across our workforce accommodation footprint. The role focuses on establishing and maintaining a secure environment for thousands of residents within high-density residential villages.

Core Responsibilities and Scope

The HSE Manager serves as the primary authority for all health, safety, and environmental matters within the designated accommodation areas. This includes preventing public health outbreaks, ensuring stringent food safety standards, maintaining comprehensive mass evacuation readiness, and conducting thorough audits of subcontractors. The manager will lead the implementation of robust safety frameworks to safeguard residents and staff.

Key Accountabilities

• Oversee Public Health and Food Safety Governance, including monitoring water quality, wastewater disposal, pest control, and indoor air quality to prevent transmissible disease outbreaks in residential blocks.
• Coordinate with on-site medical clinics and emergency response teams to manage occupational health, infectious illness isolation protocols, and injury reporting.
• Develop, update, and test the village-wide Emergency Response Plan (ERP), encompassing large-scale evacuation drills and crowd management protocols.
• Collaborate with engineering teams to ensure fire alarms, suppression systems, and emergency exits are fully functional and free of impairments.
• Lead investigations into all incidents, near-misses, and safety breaches within the village, establishing root causes and implementing corrective actions.
• Conduct HSE Auditing of operations and maintenance (O&M) and soft services subcontractors to ensure their staff strictly adhere to safety protocols.
• Manage Permit to Work (PTW) Governance, overseeing the verification and approval of safety procedures for high-risk maintenance operations such as hot work, confined space entry, or working at heights.
• Ensure Environmental and Welfare Compliance, including safe handling, storage, and disposal of hazardous and municipal solid waste generated by the village population.
• Verify that the physical living conditions, ventilation, and density of the accommodation comply with international labor welfare frameworks and local municipal laws.

Reporting and Performance Analysis

A key aspect of this role involves compiling and presenting comprehensive weekly and monthly HSE performance statistics, incident metrics, and trend analyses to senior leadership. This ensures transparent communication and continuous improvement in safety standards across the accommodation facilities.

Candidate Profile and Experience

• A minimum of 10 years of progressive experience in Health, Safety, and Environment management.
• Demonstrated expertise in public health, food safety, emergency response planning, fire and life safety systems, and environmental compliance.
• Proven ability to lead incident investigations, implement corrective actions, and conduct subcontractor audits effectively.
• Strong understanding of international labor welfare frameworks and local municipal laws pertaining to workforce accommodation.
