About the Project Control Manager Role

HanmiGlobal MENA is seeking a qualified Project Control Manager to join its program management and PMCM team in Riyadh, Saudi Arabia. This full-time position involves leading the program-wide project controls framework and performance analytics for a significant land and infrastructure development program. The role reports directly to the Program Director.

Role Overview and Responsibilities

The Project Control Manager will provide program-level leadership, governance, coordination, and financial oversight for all project controls functions. This includes ensuring integrated cost control, progress measurement, performance forecasting, KPI management, and trend analysis to deliver accurate performance intelligence to PMCM Management and the Client, supporting the successful delivery of the overall development program.

  • Develop and maintain the program-wide Project Controls Management Framework, including procedures, standards, methodologies, governance, and reporting requirements.
  • Ensure consistent implementation of project controls practices across all development packages and promote continuous improvement.
  • Monitor and analyze program-wide cost performance, budgets, commitments, forecasts, expenditure trends, and progress against approved baselines.
  • Establish progress measurement methodologies, performance metrics, and KPI frameworks.
  • Conduct forecasting, trend analysis, Earned Value Management (EVM), and performance assessments to identify risks and support decision-making.
  • Coordinate with Planning & Scheduling, Commercial, Risk, Quantity Surveying, Procurement, and Technical Teams to integrate performance information.
  • Assess the performance impacts of changes, variations, and claims, supporting effective change management.
  • Prepare executive dashboards, integrated program performance reports, and management presentations.
  • Lead project controls review meetings, reporting workshops, audits, and performance reviews.
  • Support the implementation of PMIS, EDMS, digital dashboards, and data analytics platforms.

Qualifications and Experience

  • Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, Project Management, Cost Engineering, or a related discipline.
  • Chartered Professional membership or equivalent professional accreditation.
  • A minimum of fifteen (15) years of professional experience in project controls, program controls, cost management, infrastructure delivery, urban development, or major capital projects.
  • Experience within PMCM, PMC, EPCM, consultancy, developer, or client-side organizations, preferably on major land development and infrastructure projects in Saudi Arabia or the GCC.
