About the Role

HanmiGlobal MENA is seeking a Quality Manager to join its program management and PMCM team in Riyadh, Saudi Arabia. This full-time position involves leading the program-wide quality assurance and compliance frameworks for a significant land and infrastructure development program. The role reports directly to the Program Director.

Role Context and Responsibilities

The Quality Manager will provide program-level leadership, governance, coordination, and oversight for all Quality Assurance (QA) and Quality Control (QC) activities. This includes ensuring that audit protocols, non-conformance management, compliance monitoring, and continuous improvement initiatives are integrated and adhere to contractual obligations, specifications, regulatory standards, and client expectations, thereby supporting the successful delivery of the overall development program.

  • Establish and maintain the Program Quality Management System (QMS), including procedures, standards, templates, governance processes, and reporting requirements.
  • Ensure consistent implementation of quality management practices across all program packages, fostering a culture of quality, compliance, accountability, and continuous improvement.
  • Review and validate Quality Management Plans submitted by Lead Developers, consultants, and contractors.
  • Monitor the implementation and effectiveness of QA/QC processes to ensure compliance with contractual requirements, specifications, engineering standards, and regulations.
  • Oversee inspections, testing activities, quality records, performance indicators, and quality reporting across the program.
  • Develop and implement the program-wide audit schedule and lead internal and external quality audits, surveillance activities, and compliance assessments.
  • Monitor the timely closure of audit findings, non-conformances, corrective and preventive actions (CAPA), and lessons learned.
  • Ensure compliance with ISO 9001 and other applicable quality management standards, driving continuous improvement and quality awareness programs.
  • Lead quality review meetings, workshops, and coordination sessions with PMCM teams, Lead Developers, consultants, contractors, and stakeholders.
  • Prepare executive quality dashboards, KPI reports, management summaries, compliance assessments, and recommendations for PMCM Management and the Client.
  • Support risk management by identifying quality-related risks and promoting engineering excellence.

Qualifications and Experience

  • Bachelor's Degree in Engineering, Construction Management, Quality Management, or a related discipline.
  • Chartered Professional membership or equivalent professional accreditation.
  • A minimum of fifteen (15) years of professional experience in quality management, quality assurance, quality control, infrastructure delivery, urban development, or major capital projects.
  • Experience within PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations, preferably on large-scale infrastructure and land development programs in Saudi Arabia or the GCC.

Work Location and Type
