About the Role

Qiddiya is seeking a Senior Manager for Cost Planning to oversee cost planning initiatives for residential projects within the new city development in Riyadh Province. This role focuses on leading the cost planning function from the client's perspective, ensuring the credibility and accuracy of financial projections for ambitious and complex projects. The position requires a strategic approach to cost management, ensuring alignment between design and budget from the initial stages.

Role Context and Objectives

This is a Development cost planning role where the primary responsibility is to own and lead the cost planning position, rather than performing detailed quantity surveying. The Senior Manager will collaborate closely with development teams, design consultants, and external cost managers to embed design-to-budget principles. The objective is to ensure that project numbers are clear, credible, and consistently aligned with design intent throughout the project lifecycle.

Key Responsibilities

• Lead the cost planning position for residential projects, ensuring the credibility of presented financial data.
• Manage external cost consultants, verifying that their outputs adhere to Qiddiya’s cost planning methodology and technical guidelines.
• Conduct detailed interrogations of cost plans, challenging assumptions to ensure advice is robust, consistent, and commercially viable.
• Ensure budgets actively inform design decisions, rather than being reactive to them.
• Track design development and assess the cost implications of changes.
• Utilize benchmarking and historical data to validate cost positions.
• Prepare clear cost summaries to support internal decision-making and stage-gate approvals.
• Communicate cost positions effectively to both technical and non-technical stakeholders.

Required Qualifications and Experience

• Proven experience in managing or reviewing work produced by external cost consultants.
• The ability to dissect cost plans, understand their underlying logic, and challenge assumptions.
• A strong understanding of feasibility studies, benchmarking, and value management principles.
• Confidence to challenge design decisions when cost and value are not aligned.
• The capacity to assess the overall sense of financial data from a strategic perspective.
• Clear communication skills, with the ability to explain complex cost matters practically.
• Professional accreditation such as RICS or AIQS is preferred.
