About the Role

Parsons Corporation is seeking a Senior Manager: Technical MEP to join their team in Riyadh. This full-time position focuses on managing and assuring the Mechanical, Electrical, and Plumbing (MEP) technical scope for a major transportation program with a significant emphasis on rail infrastructure.

Role Overview and Responsibilities

This is a senior, client-facing role within an integrated client–PMC office, concentrating on the design and build lifecycle of MEP systems for rail projects, including metro, heavy rail, light rail, and high-speed lines. The position is non-operational, focusing on technical leadership, design governance, interface coordination, and safety-by-design oversight across stations, depots, tunnels, and line-wide assets. The role ensures that consultants and contractors deliver MEP solutions that are safe, compliant, coordinated, and constructible, meeting employer requirements and relevant standards.

  • Act as the primary technical MEP focal point within the integrated client office, representing the client in technical reviews and meetings.
  • Interpret and safeguard employer’s requirements and technical standards for MEP systems.
  • Provide objective advice on MEP technical issues, risks, and their impact on project scope, time, cost, and safety.
  • Manage and oversee the MEP design lifecycle from concept through detailed design and for construction.
  • Review and challenge MEP design submissions for compliance with employer requirements, local codes, and international standards.
  • Chair multi-discipline design reviews and value engineering workshops.
  • Ensure requirements management and traceability for MEP and life-safety systems.
  • Coordinate MEP interfaces with architectural, civil, structural, and rail systems.
  • Manage interface registers and drive resolution of MEP-related issues.
  • Embed safety-by-design principles in all MEP solutions, with a focus on fire safety and emergency systems.
  • Review MEP contributions to safety cases and risk assessments.
  • Ensure MEP designs align with construction methodologies and support the client in evaluating design changes and technical deviations.
  • Provide technical input on RFIs, non-conformance reports, and site technical queries.
  • Oversee the quality of as-built MEP documentation.
  • Review MEP testing and commissioning strategies and plans.
  • Monitor the execution of MEP tests and assess results, ensuring robust remediation strategies.
  • Coordinate with Operations & Maintenance teams for system operability and maintainability at handover.
  • Monitor progress of MEP design and construction activities against the program.
  • Support technical assessment of MEP-related changes, variations, and claims.
  • Maintain and update MEP technical risk registers.
  • Prepare technical, risk, and status reports for governance boards.
  • Coordinate with internal stakeholders and external authorities for MEP-related approvals and inspections.
  • Lead and mentor a team of MEP engineers and technical specialists.
  • Promote a culture of safety, quality, and collaborative problem-solving.
  • Ensure robust QA/QC processes for MEP deliverables.
  • Document and disseminate lessons learned for continuous improvement.

Qualifications and Experience

  • Bachelor’s degree in Mechanical, Electrical, Building Services, or a related Engineering discipline.
  • Professional registration/chartership (*, CEng, PE) is highly desirable.
  • Project management certification (*, PMP, PRINCE2) is an advantage.
  • Typically 15+ years of experience in MEP engineering for major transportation and complex building projects, with significant rail/metro exposure.
  • Substantial experience in a PMC, client, or major consultancy environment managing MEP scope on design and build contracts.
  • Proven track record in design management, technical assurance, and site support for large, multi-discipline projects.
  • Demonstrable experience in MEP systems related to fire & life safety, tunnel ventilation, emergency power, and integrated station systems.
  • Experience working within integrated client/PMC teams and with multiple contractors and design houses is highly advantageous.

Required Skills and Competencies

  • Deep technical understanding of building services and transportation MEP systems (HVAC, LV/MV power, emergency power, lighting, public health, fire protection, fire alarm, BMS/SCADA, ELV, and life-safety systems).
  • Strong knowledge of relevant codes, standards, and authority requirements.
  • Familiarity with systems engineering and integration.
  • Excellent project management, planning, and coordination skills in complex, multi-stakeholder environments.
  • Strong analytical and problem-solving abilities, with a structured approach to technical and program risk management.
  • Highly effective communication, facilitation, and negotiation skills.
  • High level of professionalism, integrity, and client-service orientation.
  • Fluency in English (written and spoken); Arabic is ideal.

This is a full-time position based in Riyadh, Saudi Arabia.
