HSE Officer

About the Role

Acwa China is seeking an HSE Officer to join their team in Al Madinah Al Manwarah (Medina). This full-time role requires 2-5 years of experience and focuses on supporting the implementation, monitoring, and enforcement of Health, Safety, Security, and Environment (HSSE) activities within the plant. The HSE Officer will take necessary actions to prevent harm to people, equipment, and the environment, ensuring compliance with legal requirements, organizational standards, and contractual obligations.

Key Responsibilities

• Provide support in assessing risks and reviewing key operational activities to identify and prevent HSSE hazards.
• Advise contractors, sub-contractors, and vendors on HSSE management and performance to ensure adherence to defined standards.
• Assist in implementing the Plant’s HSSE management system, including emergency preparedness, to ensure conformity to Acwa Operations standards and compliance with legal and contractual obligations.
• Conduct daily site HSSE tours, monitoring performance and compliance with HSSE policies and procedures.
• Develop daily and monthly HSSE reports, highlighting incidents, concerns, and issues for timely escalation and resolution.
• Support the implementation of the work permit system, ensuring proper measures are taken for safe work areas.
• Assist in developing emergency drill scenarios and conducting mock drills to check readiness for emergencies.
• Report and respond immediately to HSSE incidents using established communication channels to minimize damages.
• Participate in investigations for reportable HSSE incidents to identify root causes and recommend corrective and preventive actions.
• Maintain positive working relationships with regulators, emergency services, contractors, and local authorities to ensure mutual support and HSSE compliance.
• Assist in delivering HSSE training to ensure employees and contractor staff are aware of HSSE standards and management systems.
• Help advise contractors on HSSE standards to create awareness and enable the provision of best practices.
• Assist in implementing HSSE campaigns on site to disseminate proper HSSE culture to all employees and contract staff.

Qualifications and Requirements

• Bachelor's degree in Safety, Environmental, or Engineering, or demonstrable equivalent experience.
• Certification from a recognized HSSE institution (*, NEBOSH, OSHA, IOSH, IEMA).
• Professional membership or association with an international HSSE Institution (*, OSHA, IOSH, IEMA).
• Thorough knowledge of local and international standards for HSSE.

Working Relationships

The HSE Officer will work closely with the HSSE Team Leader and Plant employees. The role also requires building rapport with Emergency Services, contractors, HSSE consultants, and advisors.
