Role Overview

IHCC is seeking a Senior Procurement Engineer Electrical to join its team in Jeddah, Makkah, Saudi Arabia. This full-time role involves managing and executing procurement activities for electrical materials, equipment, and services. The successful candidate will be responsible for developing procurement strategies, sourcing qualified suppliers, evaluating technical and commercial offers, negotiating prices and contractual terms, and ensuring timely delivery in accordance with project requirements, quality standards, and company policies.

Core Responsibilities

• Manage the end-to-end procurement process for electrical materials, equipment, and services.
• Review purchase requisitions, technical specifications, BOQs, drawings, and project requirements.
• Identify, evaluate, and prequalify suitable local and international electrical suppliers and subcontractors.
• Prepare and issue RFQs and conduct commercial and technical evaluations of supplier quotations.
• Coordinate with Engineering, Projects, Operations, Finance, and other relevant departments to ensure procurement requirements are clearly defined.
• Review technical compliance of supplier offers in coordination with the Engineering/Technical team.
• Negotiate pricing, payment terms, delivery schedules, warranties, and other commercial conditions with suppliers.
• Prepare and issue Purchase Orders, Work Orders, and other procurement-related documents in accordance with approved procedures and ERP Oracle.
• Monitor supplier performance, order status, lead times, and delivery schedules to ensure timely project execution.
• Follow up on long-lead electrical materials and equipment and proactively identify potential delays or risks.
• Ensure all procurement activities comply with company policies, approval authorities, and applicable procedures.
• Maintain and update procurement trackers, supplier databases, cost comparisons, and procurement reports.
• Support cost-saving initiatives and identify opportunities for value engineering and commercial optimization.
• Resolve supplier-related issues concerning delivery, quality, documentation, and commercial matters.
• Ensure proper documentation and records are maintained throughout the procurement cycle.
• Support contract and supplier performance management when required.
• Mentor and provide guidance to junior procurement engineers and procurement team members.
• Perform market research and monitor price trends, availability, and developments within the electrical supply market.
• Ensure compliance with HSE, quality, ethical procurement, and supplier code of conduct requirements.

Essential Experience and Qualifications

• 7–10 years of relevant experience in procurement, preferably within construction, MEP, infrastructure, hospitality, or major projects.
• Strong experience in the procurement of electrical materials, equipment, and systems.
• Experience in supplier sourcing, technical/commercial evaluation, negotiation, and contract management.
• Strong knowledge of procurement processes, procedures, and best practices.

Technical Expertise and Systems

• Good knowledge of electrical products such as LV/MV panels, transformers, generators, cables, lighting systems, cable trays, switchgear, UPS systems, earthing systems, related electrical components, and ICT packages.
• Experience with ERP/procurement systems such as Oracle, SAP, or similar platforms is preferred.

• Demonstrated capability in negotiation and supplier relationship management.
