About the Role

Jacobs Engineering Group Inc is seeking an experienced HSE Engineer for a full-time position in Makkah. This role is crucial for monitoring and enforcing health, safety, and environmental standards on construction and infrastructure projects, ensuring compliance with all relevant regulations and company policies.

Key Responsibilities

The HSE Engineer will be responsible for a range of duties focused on maintaining a safe and compliant work environment. This includes:

  • Conducting daily site inspections to verify adherence to HSE plans, method statements, and permit-to-work systems.
  • Monitoring high-risk activities such as excavation, lifting, hot works, confined space entry, and electrical works, ensuring strict compliance with Lockout/Tagout (LOTO) and Personal Protective Equipment (PPE) protocols.
  • Ensuring compliance with local legislation, ISO 45001 standards, and company HSE policies.
  • Assisting in Job Hazard Analysis (JHA) and Task Risk Assessments (TRA) for critical activities.
  • Identifying and immediately implementing corrective actions for unsafe conditions or acts.
  • Verifying emergency preparedness, including the status of firefighting equipment, evacuation routes, and the execution of drills.
  • Reporting and investigating near misses, incidents, and accidents, maintaining accurate logs.
  • Supporting root cause analysis and recommending preventive measures.
  • Preparing incident reports for submission to the HSE Manager and client.
  • Maintaining inspection checklists, daily safety reports, and non-conformance records.
  • Tracking PPE issuance, training attendance, and permit compliance.
  • Submitting weekly and monthly HSE performance reports to management.
  • Conducting toolbox talks, HSE inductions, and refresher sessions for site personnel.
  • Promoting behavior-based safety and a zero-incident culture.
  • Monitoring waste management, spill prevention, and dust/noise control measures.
  • Ensuring compliance with environmental permits and local regulations.

Qualifications and Experience

Candidates for this role must meet the following criteria:

  • A Bachelor’s degree in Health, Safety, Environment Management, Chemical Engineering, or an equivalent relevant qualification.
  • A minimum of 10 years of experience in the HSE field, specifically within the construction sector.
  • A proven track record of successfully managing HSE matters on a variety of infrastructure projects.
  • Possession of a NEBOSH Diploma qualification or an equivalent certification.

Required Skills

The successful candidate will demonstrate strong capabilities in the following areas:

  • Effective communication abilities.
  • The capacity to enforce compliance diplomatically.

Work Environment

This is a full-time position based in Makkah. The role involves working on construction and infrastructure projects, requiring a proactive approach to safety and environmental management.
