Manager Health Risk & Safety

About the Role

Midana Exploration Company (MEC) is seeking a Manager Health Risk & Safety to establish, implement, and maintain the company's enterprise risk management, health and safety, operational risk, major hazard, crisis, and emergency management frameworks. This full-time role is based in Jeddah, Makkah, Saudi Arabia, and is critical as MEC develops its exploration, project, and future operating activities in KSA.

Key Responsibilities

• Develop, implement, and maintain MEC’s enterprise risk management (ERM) framework, policies, standards, risk appetite, governance processes, and enterprise risk register.
• Establish consistent risk identification, assessment, treatment, escalation, monitoring, and reporting processes across strategic, financial, operational, project, regulatory, HSE, and other material business risks.
• Facilitate executive and functional risk reviews, provide clear risk reporting, trend analysis, and material risk advice to leadership and governance forums.
• Develop, implement, and maintain MEC’s health and safety management system, policies, standards, procedures, and assurance processes for all corporate, exploration, project, field, and future operating activities.
• Provide leadership and technical advice on legal and other H&S obligations, contractor management, occupational health, field safety, training, competency, and safety performance.
• Develop, implement, and maintain MEC’s incident management framework, including notification, classification, escalation, investigation, regulatory reporting, corrective actions, and lessons learned.
• Establish and maintain an operational risk management process focused on credible major hazard and material unwanted event scenarios across all company stages.
• Lead or coordinate structured hazard and risk assessments, including critical control analysis, and establish clear critical control ownership and performance requirements.
• Develop, implement, test, and maintain MEC’s crisis management and emergency management framework, including corporate crisis arrangements, site emergency response, and business continuity.
• Establish arrangements for the identification, assessment, monitoring, and management of geopolitical and security-related crises.
• Represent MEC’s health, safety, and risk interests with selected Joint Ventures (JVs) and engage with Saudi regulators and authorities on relevant matters.
• Ensure MEC systems and activities align with Hancock Prospecting group HSEC, risk, governance, and corporate requirements, while fitting MEC’s KSA context and JV obligations.

Experience and Qualifications

• Minimum of 15 years of health, safety, and risk experience, preferably in mining, minerals, exploration, major projects, or other major-hazard industries.
• Demonstrated experience in developing, implementing, and maintaining enterprise risk management and H&S management frameworks, systems, and governance processes.
• Strong operational risk and major hazard experience, including structured risk assessment, identification and management of major hazard scenarios, and critical control management.
• Demonstrated experience leading and/or overseeing significant and high-potential incident investigations, including causal analysis and corrective action development.
• Proven experience in developing, exercising, and leading crisis and emergency management arrangements, including response to operational, security, and/or geopolitical events in remote or international environments.
• Experience working with JVs, contractors, senior executives, and governance forums, including influencing and establishing effective H&S and risk governance.
• Experience engaging with regulators and government stakeholders.

Work Location and Environment

This role is primarily based in Midana Exploration Company’s office in Jeddah, Saudi Arabia. It requires regular travel to remote exploration areas, active project sites, and future operating locations across KSA. Flexibility is essential to work effectively between a corporate office environment and rugged, remote field settings, and to respond to significant incidents, emergencies, or crises when required.
