About the Role

Work Gateway is seeking a Proposal Engineer to join its team in Jeddah, Makkah, Saudi Arabia. This full-time position is central to preparing competitive technical and commercial proposals for construction and infrastructure projects.

Role Purpose

The Proposal Engineer plays a key role in the tendering process by ensuring that all submissions are high-quality, comprehensive, and compliant with project requirements. This involves a collaborative approach, working with various internal teams to gather necessary inputs and develop compelling bid documents for construction and infrastructure initiatives.

Key Responsibilities

Review tender documents, drawings, and specifications to fully understand project scope and client requirements.
Prepare and compile technical and commercial proposals in line with tender requirements and submission deadlines.
Coordinate with estimation, engineering, procurement, and operations teams to gather required inputs for proposals.
Develop technical write-ups, method statements, and project execution narratives.
Analyze Bills of Quantities (BOQs), pricing inputs, and cost data to support competitive bid submissions.
Prepare clarifications, queries, and responses during the tendering stage.
Ensure all proposals comply with company standards, client formats, and regulatory requirements.
Maintain a structured database of proposals, prequalification documents, and reference projects.
Support prequalification submissions and Expressions of Interest (EOI).
Follow up with clients and consultants on submitted bids and gather feedback.
