The Opportunity: Defects Liability Period (DLP) Snagging Engineer (Saudi National)

Parsons is seeking a DLP Snagging Engineer to join its team in Riyadh. This full-time role is crucial for the technical identification, coordination, tracking, and close-out of defects, snags, and Defects Liability Period (DLP) obligations across assigned assets. The position supports asset handover, operational readiness, and the transition into steady-state operations, ensuring that defects do not compromise safety, statutory compliance, maintainability, service continuity, or user experience.

Key Responsibilities

  • Provide day-to-day DLP and snagging engineering support, identifying, assessing, logging, prioritizing, and progressing defects, incomplete works, and operational readiness issues.
  • Conduct and participate in inspections, joint walkthroughs, snagging reviews, defect verification visits, and close-out validation with relevant stakeholders.
  • Maintain accurate defect and snag registers, ensuring clear ownership, technical description, priority, target dates, status, supporting evidence, escalation routes, and formal close-out records.
  • Monitor DLP obligations and contractor performance from a technical perspective, including rectification progress, recurring defects, response times, quality of repair, warranty issues, and outstanding liabilities, escalating concerns as needed.
  • Support asset handover and operational readiness by technically reviewing handover documentation, O&M manuals, asset registers, warranties, test and training records, permits, compliance documentation, and defect close-out evidence.
  • Utilize CAFM/CMMS systems, snagging platforms, dashboards, and reporting tools for defect data control, progress tracking, evidence management, and performance reporting.
  • Assess defects and snags from an operational and engineering risk perspective, addressing impacts on safety, statutory compliance, asset reliability, accessibility, maintainability, service continuity, and user experience.
  • Coordinate with internal stakeholders, including hard services, soft services, roads, landscaping, utilities, mobility, public realm, security, events, FM service partners, and project delivery teams, to resolve cross-functional defects and interface issues.
  • Contribute to governance reviews, readiness meetings, risk reporting, contractor performance discussions, commercial challenges, CAPEX/OPEX clarification, and lessons learned related to defects, warranty, and handover quality.
  • Provide technical guidance and support to junior team members and site-based resources, promoting disciplined close-out, accurate reporting, evidence-based decision-making, and continuous improvement in DLP and snagging management.

Required Qualifications

  • Minimum of 6 years of experience in construction completion, asset handover, DLP management, snagging, facilities management, operations readiness, or O&M. This must include direct responsibility for the technical assessment and resolution of defects.
  • Demonstrable experience coordinating contractors, consultants, or service providers through defect identification, technical rectification, evidence capture, close-out governance, warranty management, and SLA/KPI reporting.
  • This position is open to Saudi Nationals only.

Desired Experience

  • Experience within master-planned cities or communities, mixed-use developments, entertainment destinations, infrastructure assets, public realm environments, giga-projects, or large-scale developments within Saudi Arabia, the GCC, or similar markets.

Work Type and Location

This is a full-time position based in Riyadh, Saudi Arabia. Salary details for this role will be discussed during the interview process.
