About the Governance Manager Role

DallahHealth is seeking a Governance Manager to establish, implement, and oversee the contract governance framework across all payer agreements. This full-time position, based in Riyadh, is responsible for ensuring compliance, operational effectiveness, financial integrity, and risk mitigation within contract lifecycle management processes. The role requires 5-10 years of experience.

Core Responsibilities

The Governance Manager will be accountable for developing and maintaining the organization's contract governance framework, including policies, standards, and procedures. This involves ensuring consistency in contract structure, approval workflows, and delegation of authority. The role also establishes governance controls for the entire contract lifecycle, from negotiation through renewal and termination, and leads governance reviews to ensure adherence to organizational contracting standards.

Compliance, Risk, and Performance Oversight

A key aspect of this role is ensuring compliance with CCHI, NPHIES, MOH, legal, and internal governance requirements. This includes identifying, assessing, and mitigating contractual, operational, financial, and regulatory risks. The Governance Manager will oversee contract audit readiness, coordinate audits, and monitor regulatory changes to ensure timely updates to contracting practices. Furthermore, the role involves establishing KPIs and governance metrics to monitor payer contract performance, identifying revenue leakage risks, and driving contract optimization initiatives to maximize reimbursement and operational efficiency.

Stakeholder Engagement and Contract Lifecycle Management

This position requires active engagement with various stakeholders. The Governance Manager will chair or coordinate Contract Governance Committees and serve as the primary escalation point for high-impact contractual disputes. Collaboration with Finance, Revenue Integrity, Legal, Compliance, and Operations teams is essential. The role also oversees the entire contract lifecycle, including drafting, review, approval, execution, amendments, renewals, and termination processes, while ensuring complete contract repository management and document retention compliance.

Reporting, Analytics, and Continuous Improvement

The Governance Manager is responsible for developing governance dashboards and executive reports, analyzing payer performance, reimbursement trends, compliance indicators, and contractual risks. Leading continuous improvement initiatives related to contract governance processes and systems, and benchmarking governance practices against healthcare industry standards are also key functions. This includes ensuring that work is performed based on approved policies, processes, and procedures, and identifying opportunities for continuous improvement.

Leadership and Team Development

In this leadership capacity, the Governance Manager will lead and develop Contracting Specialists and Contracting Supervisors. This involves establishing departmental objectives, KPIs, and development plans, and fostering a culture of accountability, compliance, and continuous improvement. The role ensures that day-to-day activities are properly performed in line with policies and procedures, and follows up on escalated cases to ensure efficient and timely closure.
