The Role: Senior Cost Manager Fund Monitoring Lead

We are seeking a Senior Cost Manager Fund Monitoring Lead to join our team in Riyadh, Saudi Arabia. This full-time role involves providing independent cost and project monitoring services, primarily from a lender’s perspective, to ensure robust financial oversight and risk mitigation for significant construction projects.

Key Responsibilities

  • Review project appraisals, budgets, cost plans, cashflow, and contracts from a lender’s perspective.
  • Monitor construction progress, programme, costs, quality, variations, claims, and delays.
  • Independently verify project progress and contractor payment applications to support lender drawdowns.
  • Monitor cost-to-complete, forecasts, contingency, and overall project financial performance.
  • Identify, assess, and report key project risks, recommending appropriate mitigation measures.
  • Conduct regular site inspections and attend project progress meetings.
  • Liaise with the Borrower, Contractor, and design team while maintaining independence and confidentiality.
  • Prepare monitoring reports, drawdown recommendations, executive summaries, and ad hoc risk reports.

Qualifications and Experience

  • Chartered membership of RICS (MRICS/FRICS) or an equivalent recognised professional body is required.
  • Minimum of 8-10+ years’ post-qualification Quantity Surveying (QS) experience.
  • Prior experience in development/bank monitoring, employer’s agent, or project monitoring roles is essential.
  • Experience working on projects in Saudi Arabia or the wider GCC is strongly preferred, including familiarity with local contracting practices, FIDIC-based contracts, and the Saudi regulatory/permitting environment.

Required Skills and Attributes

  • Strong understanding of construction finance structures, drawdown mechanisms, and lender risk requirements.
  • Excellent written reporting skills suitable for credit and investment committee audiences.
  • Willingness and ability to travel and/or be based on site across KSA as required.

Location and Employment Type

This is a full-time position based in Riyadh, Riyadh, Saudi Arabia. The salary for this role will be disclosed during the recruitment process.
