About the Role

Marafiq is seeking an experienced Engineer Project Planning (Water) to join their team in Al Madinah. This full-time position is based in Yanbu and Medina, requiring 5-10 years of relevant experience.

Role Overview

The Engineer Project Planning (Water) will be responsible for evaluating Capital Expenditure (Capex) requests related to potable and process water service lines. This involves developing conceptual stage packages, including scouting and feasibility studies, and evaluating Utility Approval Requests (UAR) for liquid utilities. The role also includes reviewing utility design packages from customers and infrastructure development design packages from the Royal Commission to ensure compliance with Marafiq's recommendations and business objectives.

Key Responsibilities

• Evaluate Capex requests and conduct preliminary evaluations, coordinating with Business Units (BU) for necessary information.
• Define project opportunities, specify key priorities, and validate project feasibility, recommending optimal solutions to meet Capex requirements.
• Lead cross-departmental teams in conducting scouting and feasibility studies as part of the project gating system.
• Study strategic options, validate technology selections for new infrastructure projects, and prepare benchmark cost estimations.
• Review techno-commercial evaluations, prepare preliminary designs, and identify project segmentation based on complexity and cost.
• Identify lessons learned and project risks, conducting risk assessment workshops and schedule challenge meetings with stakeholders.
• Complete and submit project deliverables for QA-QC and Approval Authority, and handover conceptual stage packages to Project Engineering.
• Prioritize Capex based on financial indices and project risks, advising management during Conceptual Approval and FID.
• Upload documents to SAP after completing studies and participate in site selection processes with the Royal Commission and other stakeholders.
• Evaluate permanent and temporary liquid utility demands from industrial and commercial customers in Yanbu and other industrial cities.
• Arrange drawings to support UAR evaluations and conduct clarification meetings with the Royal Commission and customers.
• Approve or reject UARs with clearly stated conditions and forward them to the customer relations department.
• Review customer and Royal Commission design packages for compliance with recommendations and Marafiq specifications.
• Ensure compliance with all relevant safety, quality, and environmental management procedures.
• Implement and enforce departmental policies, systems, and procedures.

Qualifications and Experience

• University bachelor’s degree in Mechanical or Chemical Engineering.
• 5-7 years of engineering or facilities management experience in heavy industrial or utilities plants.
• Experience managing projects involving various engineering disciplines.
• 3-5 years of engineering/facilities project planning experience specifically within the Water sector.

This is a full-time position located in Al Madinah, with responsibilities spanning Yanbu and Medina.
