About the Role

Parsons is seeking a Senior Quantity Surveyor to join its team in Tabuk. This full-time role involves supporting the FIDIC Engineer and Project Management Consultancy (PMC) team in the comprehensive commercial management and cost control of major infrastructure and heavy civil engineering packages. The successful candidate will manage complex contract administration and substantial project budgets to ensure cost certainty throughout the project delivery lifecycle.

Key Responsibilities

Support the administration of all commercial and contractual aspects for heavy infrastructure packages, including mass earthworks, wet/dry utilities networks, roads, and major site development, ensuring delivery within approved budgets.
Provide daily contract administration under FIDIC Conditions of Contract (Design-Build/Red & Yellow books), ensuring compliance with contract mechanisms, client guidelines, and Saudi regulations.
Conduct thorough reviews, measurements, and verifications of contractors’ monthly payment applications, and prepare recommendations for Interim Payment Certificates (IPCs) and Final Payment Certificates based on site progress.
Evaluate, negotiate, and finalize variation orders, new rate build-ups, and change requests. Audit contractor rate structures and substantiations to mitigate financial risk to the client.
Review contractor notices, contractual claims, and time-extension requests. Assist the FIDIC Engineer in formulating commercial determinations, contractual correspondence, and dispute mitigation strategies.
Perform routine site visits and physical quantity verifications to audit contractor progress reports and evaluate provisional sums, dayworks, and prime cost sums.
Maintain accurate and auditable cost control records. Assist Project Controls in updating the overall project cost ledger, cash flow projections, and monthly financial reporting metrics for senior management and the client.

Qualifications and Experience

A minimum of 10 years of experience in quantity surveying, with a focus on major infrastructure and heavy civil engineering projects.
Demonstrated expertise in FIDIC Conditions of Contract, particularly Design-Build/Red & Yellow books.
Proven ability to manage complex contract administration and substantial project budgets.
Experience in commercial management and cost control across project delivery lifecycles.

Work Environment

This position is based in Tabuk and involves working within a Project Management Consultancy (PMC) team, supporting the FIDIC Engineer on large-scale projects.
