Senior IT Engineer

About the Role

moomoo is seeking a Senior IT Engineer to serve as the technical backbone for local IT delivery in the Saudi Arabia branch. This full-time role involves owning local IT infrastructure, operations, security and compliance, and asset management end-to-end as an individual contributor. The Senior IT Engineer will also act as a key IT liaison between the China HQ and the subsidiary, with 5-10 years of experience required.

Role Context and Objectives

This position is responsible for executing local IT strategy, ensuring regulatory and information-security compliance, and driving the adoption of global corporate IT standards within the local environment. The role requires proactive identification of IT risks and operational issues, with full ownership of resolutions.

Key Responsibilities

• Implement corporate IT standards, policies, and security requirements, aligning local infrastructure with global IT architecture.
• Drive IT initiatives and ensure remediation closure, providing regular updates to HQ and local management, including incident escalation and resolution status.
• Independently deliver IT infrastructure projects for offices and client-facing sites, covering site survey, cabling planning, hardware deployment, and system commissioning.
• Establish a standardized PC endpoint framework, managing bulk deployment, ongoing support, and troubleshooting of business applications.
• Maintain AV conferencing systems, access control, CCTV, IP telephony, and multi-function printers.
• Administer DNS and DHCP network services and independently resolve a wide range of network incidents.
• Manage the full lifecycle of IT assets and software licenses, including requirement gathering, annual budget planning, procurement, inventory, maintenance, periodic audit, and asset retirement.
• Administer core enterprise systems such as AD, PBX, email platforms, enterprise virtualization platforms (*, Citrix), and NAS storage systems (*, Synology).
• Provide on-site support in collaboration with the HQ network team, liaising with local network operators and exchanges, and handling office server rooms, network equipment, and data center issues.
• Develop technical documentation and operational SOPs to standardize local IT workflows.
• Support the local IT compliance and security program by interpreting regulatory requirements, implementing information security controls, running risk assessments and security awareness training, and acting as the local point of contact for regulators, external auditors, and internal compliance on IT-related matters.

Required Qualifications and Skills

• Ability to prioritize workload autonomously and drive resolutions with full ownership of outcomes.
• Solid project coordination skills, including task breakdown, progress tracking, and risk anticipation.
• Strong knowledge of PC hardware, Windows OS, macOS, application deployment, and troubleshooting, with proven experience in endpoint standardization.
• Strong understanding of TCP/IP, DHCP, and DNS, capable of resolving common network issues independently.
• Ability to develop IT implementation plans with strong hands-on skills for hardware installation and system deployment according to corporate standards.
• Practical experience in Windows Server, AD, email systems, PBX, virtualization, and NAS administration.
• Business-fluent English for stakeholder communication and technical documentation, with comfort working across time zones and multicultural teams.

Preferred Qualifications

• Knowledge of DRP/BCP operations.
• Experience liaising with local regulators.
• Direct experience in a securities firm or investment bank.
• Familiarity with IT compliance programs (ISO 27001, SOC 2, PCI DSS or equivalent) and local data protection regulations (*, GDPR, PDPA) in a regulated financial services environment.
