About the Role

Whitecollars is recruiting for a Construction Manager (OMPP / Pipelines) on behalf of a leading onshore contractor to Saudi Aramco. This full-time position is based in Al Khobar, Eastern Province, Saudi Arabia, and is integral to the contractor's Onshore Maintain Potential Program (OMPP) portfolio.

Program Focus and Scope

The Construction Manager will oversee the management of pipelines and their associated facilities. This includes directing operations across multiple concurrent desert worksites within the region, ensuring the successful execution of OMPP construction scopes.

Key Responsibilities

  • Oversee the full logistical execution of OMPP construction scopes across multiple simultaneous worksites.
  • Direct the construction of cross-country pipelines, including flowlines, trunk lines, and well tie-ins, with associated above-ground facilities, scraper traps, and cathodic protection.
  • Set targets, allocate responsibilities, and manage supervisors, foremen, and subcontractor field teams.
  • Conduct site walkdowns; inspect works, materials, and HSE compliance; and report progress to project management and the client.
  • Regularly review schedules, budgets, labour, and risk to maintain project alignment against the baseline.
  • Manage contractual obligations at the field level and mitigate the impact of change, delay, or scope issues.
  • Ensure the delivery of high-quality work in accordance with Saudi Aramco Engineering Standards (SAES/SATIP) and Schedule Q.

Required Qualifications and Experience

  • Over 10 years of experience as a Construction Manager in oil and gas / petrochemical projects, with cross-country pipeline delivery being a mandatory requirement.
  • Demonstrable OMPP (Onshore Maintain Potential Program) construction experience with Saudi Aramco.
  • Middle East experience is essential; Gulf experience is a strong advantage.
  • Bachelor's or Master's degree in Mechanical Engineering (Civil or Electrical degrees will be considered).
  • PMP / CCM / CPM training and licensed engineer status are preferred.

Essential Skills and Attributes

  • Fluent in both Arabic and English.
  • Demonstrated ability to lead dynamically, communicate effectively, and motivate multicultural field teams.

Work Location

This full-time position is located in Al Khobar, Eastern Province, Saudi Arabia, and involves regular presence at various desert worksites within the region.
