Program Director, Mixed-Use Development

Parsons Corporation is seeking a Program Director, Mixed-Use Development to join its team in Al Khobar, Eastern Region, Saudi Arabia. This is a full-time position requiring over 10 years of experience. The Program Director will oversee the complete lifecycle of a significant mixed-use development project.

Role Overview and Project Scope

This pivotal role involves leading a major mixed-use development that integrates infrastructure, public realm, hospitality, residential, commercial, community, and supporting utility assets. The Program Director will provide comprehensive leadership and direction from concept design through procurement, construction, handover, and project closeout. The primary objective is to ensure seamless delivery in alignment with client requirements, contractual obligations, program objectives, quality standards, and the overall development vision.

Key Responsibilities

  • Establish program requirements for all project areas and monitor draft and final deliverables for adherence to these criteria.
  • Oversee the establishment of key project documents, including the Project Execution Plan, Health and Safety Plan, Quality Assurance / Quality Control Plan, and stakeholder engagement plan.
  • Act as the company's representative with the client, consultants, contractors, regulatory agencies, and selected subcontractors during program execution.
  • Provide leadership across multiple workstreams, encompassing design management, procurement, construction management, project controls, commercial management, HSE, quality, stakeholder management, and handover.
  • Negotiate changes to the scope of work with the client and key subcontractors/consultants.
  • Collaborate with Business Development to secure additional work with the client.
  • Participate in negotiations with regulatory agencies and in public meetings to support the client.
  • Follow up on instructions and commitments associated with the project.
  • Develop and distribute a project summary to all members of the project team for reference.

Program Management and Oversight

  • Provide direction and management for every phase of significant projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.
  • Mobilize company resources to create project teams capable of completing effective, high-quality work.
  • Discuss qualifications required for key project positions with profit center and department managers.
  • Collaborate with office facilities staff to address project space requirements.
  • Work with other managers, project engineers, discipline leads, and project controls teams to develop budgets, schedules, and plans for various elements of the development.
  • Devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advise the client and company management of any such changes.
  • Maintain current and timely change orders.
  • Promote technical and commercial excellence on the project through the application of quality assurance processes.
  • Monitor and report to management on the progress of all project activity within the program, including significant milestones and any conditions affecting project cost, schedule, quality, or delivery.
  • Establish weekly meetings to review project status, key risks, interface issues, decisions required, and action items.

Qualifications and Experience

  • Advanced leadership skills with the ability to perform in a senior management capacity.
  • Thorough knowledge of industry practices, construction processes, contract administration, regulatory requirements, and project delivery procedures.
  • Advanced knowledge of current technology and its effective utilization on projects, including project controls systems, digital reporting, document management platforms, and construction management tools.
  • A minimum of 10 years of relevant experience is required for this role.
